The Board of County Commissioners in and for Wakulla County, Florida met for a Regular Public Meeting on Monday, May 2, 2016 at 5:00 p.m. with Chairman Ralph Thomas presiding. Present were Commissioners Randy Merritt, Jerry Moore, Richard Harden and Howard Kessler. Also present were County Administrator David Edwards, County Attorney Heather Encinosa and Deputy Clerk Greg James.
The Invocation and Pledge of Allegiance were provided by Commissioner Harden.
APPROVAL OF AGENDA
(CD5:01) Commissioner Merritt requested to pull an item (7) from consent for discussion, Commissioner Harden requested to pull an item (5) from consent for discussion, Commissioner Kessler requested to pull an item (2) from consent for discussion and Commissioner Moore requested to pull an item (9) from consent for discussion.
Commissioner Merritt moved to approve the agenda as amended; second by Commissioner Kessler and the motion passed unanimously, 5/0.

Commissioner Moore moved to NOT schedule and advertise a Public Hearing to consider adopting an Ordinance amending sections of Chapter 23 related to parks and recreation fees; second by Commissioner Merritt.
(CD6:44) Commissioner Moore moved to call the question and then withdrew the motion.
The motion to NOT schedule and advertise a Public Hearing to consider adopting an Ordinance amending sections of Chapter 23 related to parks and recreation fees passed 4/1 with Commissioners Kessler, Merritt, Moore and Harden voting for the motion and Commissioner Thomas opposing the motion.

Commissioner Kessler moved to approve to direct Staff to draft a Resolution establishing a Property Assessed Clean Energy (PACE) Committee with 5 members and 2 alternates to be approved by the Board consisting of a Mortgage Broker, a Professional experienced in Accounting, Banking and/or Finance, a Residential Contractor, a Professional experienced in Environmental Matters and a Concerned Citizen; second by Commissioner Merritt and the motion passed unanimously, 5/0.
