82. WELCOME BY CHAIRMAN.

The Chairman opened the meeting and welcomed the members of the public.

83. PUBLIC PARTICIPATION/MATTERS FOR THE POLICE.

(a) Digital Connectivity

The Chairman stated that the Digital Connectivity Exchange had been reported as inadequate.

(b) Police Report

PC Martin Green reported that due to the criminal damage being caused around the playing field that the Fair play football was in jeopardy. He also reported that there had been two reports of violence in the past week one person had been arrested. Again he stated that to get results people needed to report all incidents.

84.APOLOGIES FOR ABSENCE.

Apologies for absence were received from Councillor A Eden.

85. MINUTES.

The minutes of the last meeting of the Council held on the 25th July 2011 were signed by the Chairman.

86. MATTERS ARISING.

Councillor West reported with reference to 55 of minutes 25th July of the issue with the speed indication device (SID) or the speed detection device. To date it has not been deployed at Side Bar Lane.

A further request to the Local Neighbourhood Policing Team for the SID to be deployed and if possible police action with the speed indication device.

87. REPORTS BY COUNCIL REPRESENTATIVES.

(a) Playing Field

Councillor Marshall submitted the minutes from the Playing Field Management Committee.

(b) Village Trust

Councillor Banister submitted the minutesfrom the Village Trust Committee.

(c) Allotments

Councillor Peto reported that the open day held on 18th September 2011 had been a success, with more than 30 people attending.

88. REGISTRATION SERVICE.

The Finance Officer submitted a letter from Lincolnshire County Council dated July 2011 with information of the changes and developments within the Registration and Celebratory Service.

89. PARKING POLICY DRAFT CONSULTATION.

The Finance Officer submitted a letter from Lincolnshire County Council dated July 2011 stating that a consultation period was taking place regarding the introduction of Civil Parking enforcement (CPE).

Comments can be e-mailed to by the 30th September.

90. TEMPORARY ROAD CLOSURE.

The Finance Officer submitted a letter from Lincolnshire County Council dated 5th September 2011 stating that Heckington Station Level Crossing would be closed from 20.00 Hrs. on Saturday 15th October to 10.00 Hrs. Sunday 16th October 2011.

91. BEST KEPT VILLAGE.

The Finance Officer submitted a letter from Community Lincs dated 8th July 2011 confirming the final results of the Best Kept Village for 2011.

92. JAG MINUTES.

The Finance Officer submitted an e-mail from North Kesteven Joint Agency Group dated 15th July 2011 stating that copy of the minutes would be made available to Heckington Parish Council once they had been checked.

93. PARKING – HIGH STREET.

The Finance Officer submitted a letter residents in High Street dated 3rd August 2011regarding parking in the High Street and asking if the “No Parking” signs on the road could be repainted. The matter was forwarded to Highways Dept. Lincolnshire County Council and they are replying to the residents.

94. ASSOCIATE MEMBERSHIP.

The Finance Officer submitted a letter from East Midlands Councils dated July 2011 offering associate membership to town and parish councils.

RESOLVED that the Parish Council did not require it.

95. WIND FARM.

Correspondence from Eco-tricity Group Ltd. Stated that the recent road shows in the Village Hall was successful. The Parish Councillors who attended stated that the information given was extremely vague. There was a considerable amount of correspondence produced by Eco-electricity in support of the wind farm.

Councillor Ogden stated that North Kesteven District Council Planning should make the decision not the Government.

96. PLAY EQUIPMENT AREA.

The Finance Officer submitted a letter from Mr & Mrs Eastgate dated 8th September 2011 regarding an accident involving their son and asking if the trees could be felled.

The Chairman reported that he had contacted the North Kesteven District Council Tree Officer to see whether these two trees could be felled. The Tree Officer refused a felling order stating that the trees are in a conservation area.

RESOLVED that the Parish Council should arrange to have the trees fenced off to prevent children from climbing them.

97. TRIM TRAIL.

The Finance Officer submitted a letter from John Clark; former Chair of Sport Heckington dated 2nd August 2011 regarding the maintenance of the Trim Trail.

Mr Clark insisted that the trim trail was BSI inspected and under guarantee from when it was installed.

The Chairman stated that there was no documentation held by the Parish Council to indicate any guarantee and that the relevant health and safety regulations had been updated since the installation. The Chairman reported on an independent inspection that had been carried out stating poor workmanship and installation. The report also stated that it was in poor condition down to wear and tear.

Councillor Banister stated that it was now the Parish Council’s responsibility and their decision whether the ratepayer should pay for the maintenance of the trim trail.

98. Youth Shelter

A letter was received from Mr Karl Ellis stating the 12 residents opposite the proposed site would be strongly against it. Miss Clarke a 14 year old resident stated that it would increase problems in the village and why couldn’t the money be spent on a youth club.

99. Health and Safety

The use of chemicals and chemical spraying is to be suspended until a full health and safety review has been completed. After discussing various aspects with the North Kesteven District Council Health and Safety Officer, as long as the Parish Council has taken sufficient action to ensure that the working practices are as safe as possible, then the Parish Council have fulfilled our obligations to our employees regarding the legislation.

100. PLANNING

The Chairman stated that the following applications had beenchecked by the Chairman of the Planning Committee, The Chairman and the Vice Chairman and as they were outside the Parish Council’s remit, had been returned to North Kesteven District Council without comment. He asked that that decision be ratified due to the timescale.
