Position Title:
/ Communication Consultant for the Project ‘Support to the Eastern Partnership Panel on Migration and Asylum’Organizational Unit: / Capacity Building in Migration Management (CBMM), IOM Ukraine

Nature of consultancy: Under the overall supervision of the CBMM Programme Coordinator and in close coordination with the Project Specialist, Project Assistant and IOM Ukraine Communication unit, the consultant will assist in effective implementation of the Project ‘Support to the Eastern Partnership Panel on Migration and Asylum’. In particular, the consultant will assist in creating, maintaining and improving content of the Panel’s website to achieve the communication and visibility objectives of the Project.
The overall objective of the Project is to contribute to improving asylum and migration systems of the Eastern Partnership (EaP) countries in line with best practices and European and international standards through the Eastern Partnership Panel on Migration and Asylum (hereafter the EaPPMA or the Panel).
The overall communication objective is to guarantee that the Panel will have, as far as possible, an impact on the development of policies and practices in the EaP countries. The communication activities shall also help to reach a wider circle of experts involved in migration, border and asylum management as well as the European Union Member States (EU MS) presently less active in the work of the Panel.
Objective:
The objective of this assignment is to provide a support in creating, maintaining and further development of the Panel’s website content in order to improve the outreach to the target audience and increase knowledge and awareness about migration and asylum issues in general and migration dynamics in the EaP countries and EU MS in particular.
The target audience of the Panel’s website includes, but not limited to:
- officials/experts from the EaP countries and EU MS, including the National Focal Points (NFPs), as well as the EU institutions and international organizations;
- researchers, civil society and academia from the EaP countries and EU MS;
- institutions dealing with migration management and asylum in the EaP countries and EU MS.
Specific functions to be performed under this Contract:
The expert will be required to perform the following tasks:
· Develop the content strategy aligned with Communication and Visibility Plan of the project.
· Provide suggestions on improvement of website content, style and layout.
· Create an engaging content.
· Edit, proofread and improve Panel materials to be posted on its website.
· Provide support in developing interaction with website users and engaging them through quizzes and surveys, if required.
· Optimize website content according to SEO.
· Use content management systems to analyze website traffic and users engagement metrics.
· Support social media activities related to the Panel’s functioning.
· Manage content distribution to online channels and social media platforms to increase web traffic.
· Stay up-to-date with developments and generate new ideas to draw audience’s attention.
· Provide necessary advice and training to the EaPPMA’s Project staff.
· Other related tasks as assigned.
Tangible and measurable outputs of the assignment:
· The content of the materials posted on the Panel’s website is improved and became more interesting for visitors; the format (design) and content of the monthly news digest is improved.
· The information on the Panel activities reaches wider network of experts involved in migration, border and asylum management, including governmental bodies, research institutions, academia and civil society. The Panel’s website is actively used by various groups of target audience as a source of information regarding migration developments in Eastern Partnership countries.
· The number of visitors/visits of the website corresponds to/exceeds relevant Project indicators; the number of news digest subscribers is increased (minimum 200 subscribers).
· The Project staff is trained on how to use all relevant tools in order to ensure sustainability of the implemented communication activities.
Required Competence and Experience
Education
· Minimum Bachelor’s Degree (preferably in journalism, communications, marketing, social sciences or related field) with at least three years of relevant work experience.
Experience
· Proven experience in website content management; creating and editing of media materials
· Experience in managing communications or PR campaigns (preferably with NGO or government institutions), including promotion of websites would be an asset
· Familiarity with social media and SMM technics
· Knowledge of SEO and web traffic metrics
· Experience with processing and analysis of extensive arrays of information
· Excellent communication and writing skills
· Strong analytical and research skills
· High level of computer literacy
Languages
Fluency in English and Russian is required.
