REGULAR COUNCIL MEETING
September 18, 2017
Council President Clentin Martin called the meeting to order at 630P.M.
All those present repeated the Pledge of Allegiance to the Flag.
PRESENT: Bartley, Martin, Logan, Costello, Rosensteel, Fajt
PRESENT:Mayor Dobies, Engineer Regola
ABSENT: Yarnell
CITIZEN'S REMARKS:Members of the Community in attendance, but no comments.
APPROVAL OF PREVIOUS MEETING'S MINUTES: A motion was made byFajt/ Rosenstell toaccept the August 14, 2017 minutes.

CORRESPONDENCE: Mrs. Dusch reviewed the correspondence and copies were provided via Moodle.
COMMITTEE REPORTS:
MAYOR: A copy of the Augustpolice report was made available to council on Moodle: 112 incidents, 33citations, 0parking notices, 10 arrests, 2848miles logged on the cars and $1611.66
POLICE & EMERGENCY MANAGEMENT: No further police report: Mr. Furin presented his report, a copy is available on Moodle.
BUILDINGS & GROUNDS: Mr. Bartley reported that a fire extinguisher was set off at the Rec Building, the extinguisher was then thrown into the bushes, where Maintenance Worker George Skodak found it. The BullDog Football Association will be charged for the replacement/ refill of the extinguisher.
STREETS & SANITATION: No Report.
FIRE & WATER:Mr. Rosensteel read the August 2017 Fire Report. Mr. Rosensteel reported that the fire engine slightly damaged the mirror of a pickup truck when returning from a fire call. The fire dept will cover the cost of replacing the mirror. Mr. Rosensteel also commented that the Fire Department had their Relief Fund Audit and passed. On behalf of the Civic Club, Mr. Rosensteel reported that they have started the clean up of the Pond area, they have weeded, cleaned the plaque and removed the pond. The Civic Club will continue to maintain that area.
PARKS & RECREATION: Nothing to report on Rec and Park has an item listed under new business.
PLANNING, ZONING & CODE ENFORCEMENT: Mr. Martin presented the Zoning Officer’s report for August: 10permits issued. 6 Sign Permits and 4 Accessory Building Permits. Numerous letters were sent regarding property maintenance in August.

FINANCIAL REPORT: Mrs.Duschpresented the financial reports. Motion to accept August2017 Financial Report made by Bartley/ Costello.

- Motion was madeby Rosensteel/ Loganto approve Resolution 5-2017, raising the permit fees for:
Fence Permit - $25.00
Occupancy Permit - $100.00
Sign Permit $50.00. any sign over 50 sq. feet will be charged $2.00 per sq foot.

- Motion was made by Fajt/ Bartley to accept the resignation of Clentin Martin as Code Enforcement Officer, effective 12/31/17.

- Motion was made byRosensteel/ Bartley to approve the purchase of 12 Motorola Batteries by the Fire Dept. Cost of the batteries is $1170.00.

- Motionwas made by Fajt/ Rosensteel to approve Resolution 6-2017, hiring David Bell as a casual temporary part-time borough employee for the Streets/ Sanitation Department. Rate would be $12.80 per hour and maximum hours able to work are 39 hours per week.

- Motion was made by Costello/ Rosensteel to approve the Park Commission to hold a public work day in the park on November 4th from 9-noon for trail clean up and trail clearing.

- Motion was made by Fajt/ Costelloto change the garbage payment from quarterly to semi-annually.

- Motion was made by Rosensteel/ Fajt to approve the plan for Locust St. to cut 2-3 feet into the right away at the bend on Locust St., to make 20feet on each side of the bend a no parking area (area will be painted with on both side and signs will put in place). With this change parking will be restored to the south side of Locust St and no parking will be enforced on the north side of Locust St. All is subject to the approval and recommendation of the Borough Engineer.

- Motion was made by Rosensteel/ Fajt to advertise the proposed parking change Ordinance for Locust St, upon recommendation of the engineer and as drafted by the solicitor.

- Motion was made by Costello/ Bartley to advertise for the position of Code Enforcement Officer.
