Middlesex County College Veterans and Servicemembers Association
PREAMBLE
The men and women of the United States Armed Forces have sacrificed much for their country. Veterans and servicemembersare constantly transitioning back to the civilian life and are often in need of support. The Middlesex County College Veterans and ServicemembersAssociation is committed to providing high quality leadership and acumen pertaining to the needs of veterans, servicemembers and their families. Our goal is to ensure the members of this organization the academic excellence, intellectual maturity and leadership skills that they will need to ascertain in order to be successful in society. Our veterans and servicemembers have served our country with honor, courage, commitment and loyalty. This organization will return the favor and provide veterans, servicemembers and their dependents with all the support that they may need.
Article I.Name of Organization and Purpose
The name of this organization shall be the “Middlesex County College Veterans and Servicemembers Association”, or the “MCCVSA.”
Section 1.01The MCCVSA shall be responsible for providing and eliciting information, leadership and academic help that veterans will need in order to be successful in society. Nothing in this Constitution shall be construed to deny or disparage the rights of members basedon race, color, creed, religion, national origin, gender or sexual orientation.
Article II.Membership
Section 2.01Membership to the MCCVSA shall be open to all full-time and part-time students of Middlesex County College, faculty, staff and administrators who are veterans, current or former servicemembers or a dependent of a veteran or servicemember.
Section 2.02There are no requirements for membership into the MCCVSA except that members shall be a veteran, a current or former servicemember or a dependent of a veteran or a servicemember.
Section 2.03The impeachment procedure for this organization is as follows: if a member is suspected of misconduct, an officer designated by the President or Vice President shall present proof and probable cause for impeachment. The impeachment requires the organization to have an impeachment vote and upon two-thirds of the vote shall one be impeached. After impeachment, the member shall be tried by a jury of his or her peers and convicted by a unanimous vote.
Article III.Officers
Section 3.01The Executive Board of Officers shall consist of a President, Vice President, Secretary and Treasurer. The President, once elected, shall appoint a College Center Programming Board (CCPB) Representative, who is not a member of the Executive Board of Officers.
Section 3.02All candidates for positions pertaining to the Executive Board or the CCPB Representative must be in good academic standing and not have any violations of Middlesex County College’s Code of Student Conduct. In order to be a member of theExecutive Board of Officers, a member must have attained a 2.0 GPA or higher and have attended at least three meetings. In order to be the CCPB Representative, a member must have attained a 2.0 GPA or higher.
Section 3.03Elections for President shall be held on a yearly basis, in the month of September. A member shall be nominated by at least one-third of the majority vote. After the candidates have been nominated, a general election shall commence in which the President shall be elected by the majority vote. Votes are to be cast by secret ballot during a meeting. The President shall then appoint officers of his or her choosing, whose qualifications are consistent with Article III, Section 3.02 of this constitution.
Section 3.04If the President should be unable to perform his or her duties during his or her tenure, the Vice President shall assume the duties of the President. If the Vice President is unable to assume the duties of the President, the Secretary shall be President until the Vice President is able or a new election can be held.
Section 3.05If the CCPB Representative should be unable to perform his or her duties during his or her tenure, the impeachment procedures listed in Article II, Section 2.03 shall be followed. The President shall then appoint a new CCPB Representative.
Section 3.06If any member of the Executive Board of Officers fails to meet the qualifications listed in Article III, Section 3.02 of this constitution, the impeachment procedures listed in Article II, Section 2.03 shall be followed regarding the Executive Board Officer in question.
Section 3.07
Article IV.Duties of Officers and CCPB Representative
Section 4.01The President shall be responsible for presiding over meetings, roll call, providing and eliciting information to members, communicating with the faculty advisor, communicating with Middlesex County College’s Student Government Organization and the College Center Programming Board and communicating with any outside organizations such as the Department of Veterans Affairs or other student veterans and servicemembers groups.
Section 4.02The Vice President shall assist the President in the carrying out of all of his or her official duties, listed in Article IV, Section 4.01. In the absence of the President, the Vice President shall assume all of the duties of the President.
Section 4.03The Secretary shall be responsible for developing an agenda for the MCCVSA’s meetings, documenting all community service events and submitting them to the CCPB, completing the MCCVSA’s Organizational Annual Report and submitting it to the CCPB and assisting the Vice President in his or her duties listed in Article IV, Section 4.02. In the absence of the Vice President, the Secretary shall assume all of the duties of the Vice President.
Section 4.04The Treasurer shall be responsible for managing any funds awarded to the MCCVSA by Middlesex County College’s Off ice of Student Activities or raised by approved fund raising events and assisting the Secretary in his or her duties listed in Article IV, Section 4.03. In the absence of the Secretary, the Treasurer shall assume the duties of the Secretary.
Section 4.05The CCPB Representative shall be responsible for attending all of the CCPB’s meetings. The CCPB Representative shall be responsible for reporting the minutes of these meetings to the Executive Board of Officers at the next scheduled meeting of the MCCVSA. If the CCPB Representative is unable to attend any CCPB meetings, the President shall appoint a Temporary CCPB Representative, in accordance with the qualifications listed in Article III, Section 3.02, to attend the CCPB meeting that the CCPB Representative is unable to attend.
Article V.Meetings
Section 5.01The MCCVSA’s meeting dates and times shall be designated by majority vote. This vote will be held during the first meeting of the semester, which will be held exactly one week after the Student Activities Fair.
Article VI.Constitutional Amending
Section 6.01This Constitution can be amended by a three-fourths majority vote on an amendment presented by the members of the MCCVSA.
