2.1.2 Customs’ ambition, goals and objectives

The ambition is to establish safety and security forthe citizens of Denmark, secure correct customs revenue for transports of goods across the theDanish borders and support business growth through streamlined import and export processes. This is achieved through optimal use of data as well as focus on impact and compliance. To realize the ambition, the aim is to achieve four goals:

  • Ensure compliance with laws and rules
  • Create safety for the citizen’s security and health and for the environment
  • Secure correctcustomsrevenue
  • Create optimal customs conditions for global trade

There is a close correlation between the achievement of the goals and the dependencies between them, therefore Customs cannot succeed in reaching individual goals alone.

The basic core task for Customs is to ensure correct customs revenue, so that Denmark fulfill its customs obligations towards EU, while doing it in a way that makes effective use of Danish tax money.

At the same time, a core task for Customs is to provide safety for Danish and European citizens, with regards to the import and export of goods across borders and minimize threats from illegal goods or goods harmful to the environment or the health of the citizens.

With the implementation of the UCC and the establishment of a new customs administration, the development of systems and processes is prioritized in accordance with the UCC and other applicable legislation. At the same time, the ambition is to rethink the opportunities for customs declaration and debt management. Partly to create better conditions for businesses and partly to promote growth and support opportunities for new business models based on the customs data generated.

Danish Customs desire to increase the value of the massive amount of customs related data available to build models that predict and optimize Customs outcomes, and to transform ourselves to better embrace the analytics capabilities achievable exploiting such models and big data.

In order to achieve these outcomes, Customs has the following objectives to makedata-driven a core component of the strategy:

  • Build models to predict and optimize business outcomes
  • Develop Customs capabilities across all processes to exploit big data analytics

2.4.1 Capabilities

This section contains questions related to the customs capability model. The Customs capability model in the figure below, provides a simple way to map the customs value chain to the core customs capabilitiesthat Danish customs is looking to get informed about through the market dialogue. Each capability is brokenfurther down into major process areas (light grey boxes in figure below); however please note that not all capability areas need to be brokenfurther down e.g. Tariff, as the underlying processes are deemed to be simple and/or standardised.

Each capability (dark blue boxes in Figure 1 below) has a set of questions. For questions regarding type of product, the following definitions apply:
