Trumpington Residents’ Association – Statement

The Association opposes Cambridge Past Present and Future’s (CPPF) preference for expansion of the Trumpington Park & Ride site to provide a total of 3,569 spaces to meet the assessed need for spaces at M11 Junction 11 by 2031 - through two-storey decking at an estimated cost of £50 million (assuming the LHP gas main would not need to be diverted and excluding the cost of M11 slip roads). This is for the five reasons given in our resolution proposed to the LLF in our communication to the Chair dated 27 October 2017, which form part of this statement.

It is also for the reasons given in “Park & Ride – The TRA’s Position”, dated 27 June 2017, pages 2 to 4, circulated previously to LLF members, viz.

  1. “It would bring yet more traffic into Trumpington aggravating the already large increases forecast for the junction hotspots and stretches of road which would be most affected (See detailed traffic flow information in Annexe Two to our Position Statement);
  2. It is the wrong location for the necessary extra capacity which must intercept traffic before it gets into Trumpington’s crowded road network;
  3. The P&Ris in the middle of a residential area with parents/children crossing the site to Trumpington Meadows Primary School – an area which also has to cope with heavy and light traffic to and from the John Lewis customer hub;
  4. The surrounding environment would be damaged by a double deck structure - or by above ground structures necessary to access a lower level; and
  5. Highly disruptive construction works would be required involving closure of part or the entire site for many months – without any offsetting temporary replacement capacity thus aggravating the already unacceptable level of congestion in Trumpington.”

With regard to point a, it is important to note that one third of the additional demand for P&R spaces comes from south of Cambridge on the M11 northbound. If CPPF’s preference were to prevail, Junction 11, which is already heavily overloaded at peak times, would become even more overloaded; as would the A1309, Hauxton Road and its junction with the Addenbrooke’s Road thus further impeding access not only to the Park & Ride but also to the Cambridge Biomedical Campus. Location of 1,930 additional P&R spaces at the Trumpington Park & Ride would be not only impractical but also self- defeating.
