Purpose of the Post

Under the supervision of the WASH Manager the WASH Specialist will be responsible for overall planning, implementation, monitoring and evaluation of the effectiveness of the WASH Programme with focus to knowledge management, M&E and capacity building to government and other sector stakeholders including NGOs. The SM will be based at UNICEF offices and support counterparts at national and provincial levels.

MAJOR DUTIES AND RESPONSIBILITIES

Support the Government of Angola in the establishment of the Water Training Centre with focus to identification of sector training needs, curriculum development and elaboration of training materials. Be part of the government led steering committee on the establishment of the training center and be the UNICEF entry point to this assignment.

Consolidate the installation of WASH database (SISAS) at the National Water Directorate. Support the government in the analysis of data generated by the national WASH-MIS database (SISAS) and produce annual reports for decision makers, planners and managers at national and sub-national levels; that track national progress towards post MDG targets and guide effective resource allocation at all levels for the development and effective management of water and sanitation assets in Angola.Consolidate the progressive expansion of the national WASH-MIS (SISAS) network to all 18 provinces with regular monitoring of its performance and facilitate routine servicing to ensure its functionality at all times.

Coordinate the development of appropriate training modules including quick/rapid reference leaflets on the key features of the national WASH-database. Liaise and advocate with all local institutions generating data, e.g. National Institute of Statistic (INE)-Ministry of Planning, UN-DevInfo, Development Workshop (DW), etc., to ensure popularisation of the national WASH-MIS (SISAS) and importantly, harmonisation of data systems to the extent possible and smooth information flow/exchange (SISAS) database, it’s use (data entry/report production/trouble shooting etc.) and applications and facilitate training of national and sub-national users (development professionals) prioritising WASH-MIS database focal points, other potential regular system users and selected WASH officials in general.

Undertake and facilitate sector bottleneck analysis with focus to sustainability of water supply facilities, CATS, Sanitation marketing and other thematic areas with the aim to identify the main bottlenecks and in collaboration with the sector stakeholders/government identify possible solutions. Coordinate the dissemination of various sector studies, assessments and bottleneck analysis.

Support the WASH Section in the overall section management with focus to preparation of Annual Work Plans, Annual and Mid-Year reviews at national a and local levels, reports (annual and donor), including proposal development and management of funds.

Facilitate knowledge networking workshops/training/exchange experience visits for learning and sharing info on sector from various sector stakeholders.

with regards to SISAS, develop a monitoring mechanism that tracks system user versatility, regular data entry, demand for sector data among development professionals, in particular for sector development planning and take appropriate remedial in consultation with the Chief of Section at DAS/DNAAS;

EDUCATIONAL AND PROFESSIONAL REQUIREMENTS

Advanced university degree in Water Supply and Sanitation Engineering, Water Resource Management or a related technical field.

Eight (8) years progressive responsible professional work experience at national and international levels in WASH programme planning and management in a related field with emphasis on overall management of strategic planning, leadership, coordination and hygiene/sanitation behavior change communication.

Fluency in Portuguese and English required.

Knowledge of another UN working language is an asset

Knowledge of the latest developments and technology in related fields, including knowledge in the development of school and health facility based water supply and sanitation technologies and hygiene promotion/behavior change communication.

Computer skills, including internet navigation and various office applications.
