On-Net

Phone calls that are carried over Long Distance (LD) dedicated, private facilities, i.e., Qwest, MCI, AT&T or Sprint.

Off –Net

Phone calls that are carried over the public switched network. The origination and/or termination of the call is carrier by a local service provider. The Long Distance (LD) carrier is determined by the originating line’s PICC code of the LD carrier, i.e. 1010432, 1010288, 1010220, 1010333.

On-Net and Off-Net Call Types

On-Net/On-Net

Phone call originating on dedicated, private facilities and terminating on dedicated, private facilities.

On-Net/Off-Net

Phone call originating on dedicated, private facilities and terminating on public switched network.

Off-Net/On-Net

Phone call originating on public switched network and terminating on dedicated, private facilities.

Off-Net/Off-Net

Phone calls originating on public switched network and terminating on public switched network.

Definition of CoPA On-Net users/locations – On-Net calls are carried over Qwest dedicated, private facilities. Examples provided are considered ABS transitioned locations.

·  PBX & Key Systems with dedicated facilities

·  PBX & Key Systems using Centrex lines/trunks

Definition of CoPA Off-Net users/locations – Origination of the Off-Net calls route via public switch network to Qwest determined by the PICC, 1010432. Examples provided are considered ABS transitioned locations.

·  Business or POTS Lines (non-centrex lines)

·  Type 4 or 5 lines, POTS, Business, and Centrex lines

·  PBX locations with DID/DOD trunks, not using LD dedicated facilities

·  Interstate direct dial long distance call placed to the public

·  PA intrastate, interlata direct dial long distance call to the public

·  PA intrastate, intralata direct dial long distance call to the public

PA Liquor Control Board - State Store, Doylestown, PA is calling PA Liquor Control Board Office in Harrisburg, PA.

Doylestown, PA is a Type 4, Business line, which is an Off-Net location. The PA LCB office in Harrisburg is a Type 1, Centrex service location. This call is rated as an Off-Net to On-Net call.
