FINANCE COMMITTEE

March 19, 2012

Members present: Jerry Erdmann, Sandy Steinke,Rosetta Stern, and Arlyn Tober.

The meeting was called to order by Toberat 8:30a.m.

Approval of Minutes:

Motion by Steinke, seconded by Erdmann, to approve the February 13 committee minutes as presented. Erdmann, Steinke, Stern, Tober, all yes; Polzin, absent.

Motion to Deviate:

ATV and Boat Replacement Fund:

Motion by Steinke, seconded by Stern, to approve using grant reimbursed depreciation to fund a revolving fund for ATV and Boat Patrol equipment replacement. Erdmann, Steinke, Stern, Tober, all yes; Polzin, absent.

Resolution-Official Paper:

Motion by Erdmann, seconded by Stern, to approvea resolution approving Wolf River Media as the official County paper for official notices for the period of January 1, 2012 through December 31, 2013. Erdmann, Steinke,Stern, Tober, all yes; Polzin, absent.

Trail Access Acquisition and Easement Funds:

Motion by Tober, seconded by Steinke, to approve utilizing the funds set aside in the Parks Projects cost center for trail access acquisition and easement on recreational trails to also be available for use towards acquisition, easements, and access points for bike and pedestrian trails. Erdmann, Steinke, Stern, Tober, all yes; Polzin, absent.

Resolution-Repairs at Sheriff’s Office:

Motion by Steinke, seconded by Stern, to approve a resolution transferring $6,693.62 from the general fund to cover the costs of unbudgeted repairs at the Sheriff’s officewith an amendment of the wording from “potential sewer gas emission” to “actual sewer gas emission”. Erdmann, Steinke, Stern, Tober, all yes; Polzin, absent.

Resolution-Elected Officials Salaries:

Motion by Erdmann, seconded by Tober, to approve a resolution establishing annual compensation for years 2013-2016 for the Shawano County Clerk, Treasurer and Register of Deeds. Erdmann, Stern, Tober, yes; Steinke, no; Polzin, absent.

Motion by Erdmann, seconded by Tober, to approve a resolution establishing annual compensation for years 2015 and 2016 for the Shawano County Clerk of Court and Sheriff. Erdmann, Tober, yes; Steinke, Stern no; Polzin, absent. Motion failed.

Write-Off Accounts Receivable:

Motion by Erdmann, seconded by Steinke, to approve the following write-offs for Maple Lane accounts receivables:

Motion by Steinke, seconded by Erdmann to postpone until April 9thFinance Committee meeting. Erdmann, Steinke, Stern, Tober, all yes; Polzin, absent.

Resolution-Transfer of Funds for Utility:

Motion by Steinke, seconded by Erdmann, to approve a resolution transferring $47,975 from the general fund to the Shawano County Utility System with the following amendments to the resolution: eliminate paragraphs three, six and seven; and change paragraph eight to read “approve transferring $47,975 from the General Fund to the Shawano County Utilities System operation fund to cover the original cost of the assets”. Erdmann, Steinke, Stern, Tober, all yes; Polzin, absent.

RLF Loan Status-Amicos:

Motion by Stern, seconded by Erdmann to approvebalances for carry-forwardto 2012. Erdmann, Steinke, Stern, Tober, all yes; Polzin, absent.

Longevity Payment:

Motion by Tober, seconded by Steinke, to approve changing the payment of longevity to be paid as part of the regular payroll cycle for the first two checks dated in December. Erdmann, Steinke, Stern, Tober, all yes; Polzin, absent.

Finance Director’s Report:

No report.

No budget transfers in February.

Motion by Steinke, seconded by Stern, to set a deadline of April 9th to follow County Board ruling that direct deposit will apply, or no payroll check will be issued. Erdmann, Steinke, Stern, Tober, all yes; Polzin, absent.

Vouchers:

Motion by Erdmann, seconded by Stern, to approve the listing of vouchers paid February 9, 2012 through March 14, 2012, the listing of over $5,000 vouchers paid February 9, 2012 through March 14, 2012, and the FebruaryCommittee and Commissions Payroll.
