eHealth Committee Update to Board

The following items were discussed at the eHealth Committee on 10 May 2013.

Modernisation Team –Decision Support Unit

Decision Support is NHS Grampian’s pioneering programme within the Unscheduled Care Programme to be launched in September 2013. This will accelerate real time augmented clinical decision-making. Clinicians plan to build on existing networks to promote collaborative decision-making, reduce hand-offs and waits, recording the decisions and ultimately through-care.

In order to develop the plans around the “Decision Support Network”, the programme requires dedicated resource from eHealth over next 2 months,to support both this programme and the national funding bid deadline by end of June 2013.

Modernisation Team - Digital Health Update

Updates were provided on a number of activities under Digital Health, both nationally and across the region:

National Infrastructure funding(£11M) had been provided through the Digital Health Institute (DHI)to support collaboration between industry and the NHS to develop scaled digital products and services into the market place.

The DHI activities will begin in Grampian in May 2013 based from Forres.

There is a wide range of Grampian innovation projects underway to aid the modernisation of service delivery in Grampian. Projects support the planned care and unscheduled care (Decision Support) programmes.

Two examples of this work were presented to the Committee:

  • ‘Speck’ devices – a body worn device that measures respiratory rate, heart function and daily activity. The device has been test-bedded in Grampian.
  • ‘No Delays’ – a platform that enables digital post carding.

NHS Grampian continues to participate in two Delivering Assisted Living Lifestyles At Scale(DALLAS) projects – Year Zero (YZ) and Living it Up (LiU). Both projects continue to develop against project plans but have come across technical and capacity challenges that have slowed progress.

The Committee noted the progress being made across a number of initiatives presented.

NHSG eHealth Workplan

It was noted that the SG has asked all Boards to refresh their eHealth Plans for 2013-14.

The revised and updated eHealth Workplan was presented to the Committee and approval requested for submission the SG eHealth Department.

The Committee noted the wide scope and range of activities being undertaken within the plan, both in eHealth and its engagement across the sectors e.g. Modernisation.

The Committee accepted the plan and noted the significant work being undertaken around Windows XP Refresh Programme and the Common Progress Measures. Feedback from SG eHealth on NHS Grampian’s performance will be reported at subsequent eHealth Committee meetings.

Patient Management System Update

The Committee was asked to note the Patient Management System (PMS) Update presented and,in particular, the ongoing National PMS Review, the Business As Usual (BAU) assessment, the PMS programme for 2013/14 and the status of the risk register.

It was agreed that a strategic review of PMS was required to support the national PMS Strategic Group in its efforts to set up a strategic vision and roadmap for TrakCare solution. Deloittes were commissioned to conduct the review.

Great progress had been made over the past months with regard to Business As Usual, following the implementation of PMS Core / Bed management / Mental Health. The most significant challenge continues to be national reporting. Concerted effort is now required to progress towards BAU across the wider set of PMS Modules as well as implementing the remaining PMS programme.

The programme for 2013/14 included continued rollout of Order Comms module, Child Protection Messaging, Mental Health Core EPR, A&E Module implementation, HealthVillage rollout andNHS Orkney’s use of PMS.
