ROLE DESCRIPTION

Contacts: / Police Officers and Police Staff. External Police Forces and Agencies, Government Departments.
Role: / To manage and operate covert control rooms on a day to day basis in support of EMSOU operational staff deployed on covert operations
To manage the E2E Covert Airwave Communications Systems deployed by operational staff
To manage and carry out basic maintenance of technical surveillance aids and observations equipment
To be responsible for the management and maintenance of Covert Monitoring Posts (CMP) allied to the control rooms
Duties / Responsibilities
Operational: / ·  To ensure that operational staff working within the control room and CMP environments are suitably trained and equipped to carry out their duties and to support them as and when required.
·  To brief and support SIOs, as well as operational and ground commanders, on the control room systems and tactics available to them on a day to day basis.
·  To advise and support SIO’s regarding the tactics and options available to them in relation to covert airwave communications on covert operations.
·  To liaise with other regional level 2 teams, police forces and outside agencies such as HMRC, NCA, UK Borders and Counter Terrorism teams as required in support of operational requirements.
·  To ensure the covert communication systems are fully operational at all times to meet operational requirements.
·  To represent the EMSOU and the 5 East Midlands forces on the NACUG by attending meetings as required.
Administration: / ·  To be a key holder for the EMSOU HQ premises
·  To have an overview of the building management system in relation to such things as alarms, the UPS system, server rooms and the emergency generator
·  To represent the unit on user groups for covert communications etc
·  To keep abreast of developments in covert equipment and technical support to aid the future development of EMSOU and increase EMSOU’s operational effectiveness.
·  To evaluate new products and software for operational use prior to purchase.
·  To liaise with the Region’s Authorised Local Officers (ALOs) for Ordnance Survey, and maintain compliance with the Mapping Services Agreement in relation to the mapping systems used by EMSOU in support of AVLS and APLS within the control room environment.
·  To produce and provide a basic training package for new operational staff for both covert airwave equipment and the control room systems
·  To arrange for the maintenance of all control room equipment and systems as and when required
·  To arrange for the maintenance of all airwave equipment including that fitted to vehicles as and when required.
·  To assist in the maintenance of computerised records in relation to the issue and movement of airwave and technical surveillance equipment.
General / ·  Undertake such other duties commensurate with the post as may be required for the safe and effective performance of the job.
·  Although based at the HQ site the post holder will be required to travel between the operational hubs.
·  This role description should develop along with the changing demands of policing reflected in the Objectives and priorities of the EMSOU.

Additional Information: / ·  This is a complex and very demanding post at the forefront of covert law enforcement within the East Midlands ACPO Region. The control room has been specifically designed and built with covert operations in mind. It will be beneficial for the post holder to have an in depth knowledge and experience in current surveillance techniques together with a background in covert Airwave techniques, and they will need to display a willingness to develop and encourage new working practices in support of covert surveillance and other operations.
·  There will also be occasions when weekend working is required at short notice and occasions when the post holder may be called out in support of surveillance operations.
·  A working knowledge of the Geography of the region is desirable.
