OPENING OF MEETING:

APOLOGY:
312/2015-16
An apology was submitted on behalf of Councillor Ian McKENZIE, and he was granted leave of absence from the meeting on the motion of Councillor Andrew WINES, seconded by Councillor Kim MARX.
LORD MAYOR: Madam Chairman—
Chairman: Yes, LORD MAYOR.
LORD MAYOR: Madam Chairman, a point of order; I just want to, under section 11(2) request that the notified motion at item 5 on the agenda be brought forward for consideration now.
Chairman: Thank you, LORD MAYOR.
Councillor DICK: Seconded, madam Chair.
Chairman: Thank you, Councillor DICK. In accordance with section 28(c) of the Meetings Local Law, this is also a motion of special appreciation, so we will commence with that motion now.
LORD MAYOR, please move the motion.
313/2015-16
At that juncture, The LORD MAYOR moved, seconded by Councillor Milton DICK, the following motion of special appreciation ¾
That, as this is the last Council meeting of the year, Council notes and places on record its appreciation for the hard work and dedication of Council officers for their professionalism and contributions that they have made during 2015 to help make Brisbane an outstanding city in which to live, work, play and invest.
Chairman: LORD MAYOR.
LORD MAYOR: Thanks very much, Madam Chair, and I thank Councillor DICK for the seconding of this motion today. It is a fact that cities are becoming increasingly sophisticated places. The whole world sees greater urbanisation occurring. It is true, I think, also that the general public, rightfully so, are demanding more—more of administrations and governments. That demand is very much reflected and carried out through the work of frontline staff and, indeed, all staff, whether they are frontline or not, within—in this case—our organisation of the BrisbaneCity Council.
In this motion today, I want to place on the record my thanks for all of the efforts that the staff of BCC have made over the last year. As I said at the outset, the level of sophistication of our city and through that, everything from the digital transformation of workplaces, makes the demands on staff ever increasingly challenging, and we appreciate in every respect what those staff members do.
The one thing that I have understood and learnt about the staff of Brisbane City Council is that they are a professional outfit. I am talking here right through the organisation. They have a clear passion for wanting to make our city a better place. They reflect their motto of being dedicated to a better Brisbane every day of the week when they get out there and do the things, carry out the policies of the Administration of the day, and get on and just do their work to make sure that they are acting in the interests and on behalf of all of the people of our city.
Just a few nights ago I had the pleasure of announcing one Mr Dave Elizabeth as the award winner for the Lord Mayor’s Excellence Award for this year—a rank and file employee, you might say, of this organisation. It reflects the work that goes on throughout this organisation, and the fact that everybody feels a part of making their city a better city. We thank them all very, very much for that.
I want to take this opportunity as such to wish all of the staff of this Council and their families a very, very merry Christmas. I trust that 2016 will be a good year for everybody in the organisation. To the CEO, to the senior managers, the divisional managers, the senior executive service, and to the staff that are white collar or blue collar across the organisation, I extend my thanks for the work that you have all done over the past year, and again, my appreciation on behalf of all of the people of this city. Thank you, Madam Chairman.
Chairman: Councillor DICK.
Councillor DICK: Thank you very much, Madam Chair, and I rise to second this motion today on behalf of Labor Councillors, and thank the LORD MAYOR for his kind gestures of allowing me to have a bipartisan approach for this motion, because it is very important. Despite our differences, and despite our difference of opinions and views and values, the one thing that unites us all as elected representatives is the support for our staff.
On behalf of Labor Councillors, I want to show my appreciation and thanks for them, and it is a culture within our organisation of service. Over the last eight years as a representative, one thing that I have been continually impressed with and will continue to believe in, whilst I continue to live in Brisbane, is the dedication of Brisbane City Council staff, not only looking after the ratepayers of Brisbane and the citizens of our city, but also the service that they provide in putting Brisbane on the world stage.
We have seen countless examples where our Brisbane City Council staff have risen to the challenge. Thankfully this year our city has bypassed the extreme tropical events and cyclones that we saw at the beginning of the year. Perhaps some should say we’ve had our fair share, but we know when times are tough and when our city is under stress, it is our Council staff that rise to the challenge every single time.
So, on behalf of the Labor Councillors, I wish to convey the support and thanks, and it is right down from the leadership of our CEO, Colin Jensen, right down to our frontline workers who provide exceptional service and opportunities for our city to grow and maintain the unique lifestyle and way of life that we all love. I particularly want to thank our own staff, because without the staff that we have supporting us—Iknow every time I walk through this Council Chamber, I am here because the people of Inala and the surrounds have entrusted their faith in me. But to do my job, I rely heavily on my own staff who provide fantastic service for the Richlands Ward, and I know through the political staff and also the ward staff for every single one of us, we rely on them, and they provide outstanding service.
I also want to thank particularly the Clerks here and the wonderful work that they do in the CEO’s office. I can only imagine the discussions that occur, perhaps outside of Council times. Perhaps I don’t want to know those discussions, but they do a professional and wonderful job in supporting the work that we do. Particularly to the former Chairman, Councillor Margaret de WIT, and yourself and the roles that you play in supporting us in the work that we do, I thank them.
I also want to pay particular thanks to the Council support staff team who do a great job in supporting us. I know many of us will be thinking of Allyson Reid particularly through the work that she does week in, week out for all of us. So, on behalf of this side of the Chamber, I thank all of the staff. I know it’s been a huge year, and I know next year will even be busier, particularly in the first part of the year. But I know that we will all be working as one to support our staff for the fantastic and amazing job that they do supporting Brisbane.
Chairman: Further speakers?
Councillor WYNDHAM.
Councillor WYNDHAM: Thank you, Madam Chair. I rise to speak briefly on this motion. I know since the day that I stepped into the job as Councillor, that Council staff have been there and all the time guiding myself, and I would like to thank them for that. But also I’d like to thank them on behalf of the community of Brisbane because I see quite often the commendations that come across the Field Services desk, and many of those commendations are about how our staff have acted out in the field, and how they have interacted with the community and have been doing their job over and above what most people would expect.
What really shows in Brisbane in our workforce is their attitude. They truly believe in what they are doing for the people of Brisbane. They do it with the utmost of respect, and even today I stopped beside a gang that were doing some work along the roadside, because I had someone ring up about some works, and we had some people out there doing it. I just stopped to thank the officers, and they were once again well and truly behind what the request was. They didn’t need any further interaction as far as why they were there. They knew that a request had come in, and they were dealing with that request.
I just admire them, because within half an hour of a request coming in, they were there on the job. Not begrudgingly, that is their job, but they do it with such passion. I think society would be a better place if we all at times had the same passion that many of our workers have when they work towards our community. I almost relate it to working within a Lions Club or a Rotary Club or some other community group; they do it because of the love of doing it, not just for remuneration, but they do it because they enjoy doing it. That really shows, and that makes our city so much greater than many, many places across the globe, I am sure.
