BOARD MEETING – May 12, 2009

CALL TO ORDER
The meeting was called to order at 7:32 P.M.

Park Board Members: John Swanson, Art Lovering, Gail Ito, Demerise Gratch, Barry Bass, Judy Snyder,
Barbra Pabst arrived at 8:15pm
Parks & Recreation Department Staff: Jan Hincapie, Jan Springer, Dan Malartsik, Richard Quattrocki

APPROVAL OF MINUTES
On motion, Snyder/Lovering to approve the March 10th, regular meeting minutes. 6-0, Motion passed.
On motion, Lovering/Swanson to approve the April 14th, regular meeting minutes. 2-0-4 abstain, Motion passed.
AUDIENCE PARTICIPATION/LETTERS FROM THE PUBLIC
A) Letter to the Editor Re: Shelter Reservations, Mr. Renan Sugarman
Mr. Sugarman – Discussed the current Shelter Reservation Process as it pertained to his request for a Picnic Permit for Memorial Day. Mr. Sugarman mentioned; 1) there needs to be a better system than waiting in line, 2) individuals being able to submit more than one Picnic Permit at the same time, and 3) Memorial Day Activities in the Village taking precedence – but does the whole day need to be blocked off.
Ito – Informed Mr. Sugarman that the Parks & Recreation Department will gather information and review his recommendations
Hincapie – Gave the history of the Community Picnic following the Ceremony, mentioned that New Registration Software in the Parks & Recreation office may help alleviate some of these concerns.
B) Letter from LiPoni Foundation Re: Auction Donation
Donated item was a Family Pool Pass which drew the highest dollar amount at the auction

OLD BUSINESS

NEW BUSINESS
A. Discussion Regarding Dogs in Channel Runne Park
Patel – Both the Skokie portion, and the Chicago portion of Channel Runne allow dogs to be walked through the park, in order to keep the pathway continuous for dog walkers, Lincolnwood should reconsider allowing dogs in Channel Runne Park.
Bass – Would allow for easy transition between the parks.
Gratch – Would support if on leash like in Proesel Park.
Hincapie – Once park improvements are made, we may need to prohibit dogs during special events. Will survey area parks to see what their ordinances state.
B. School / Park Agreement with School District #219
Dan Malartsik gave a Power Point Presentation outlining the history of prior agreements and the progress / structuring of a new agreement.
Snyder – Would Skokie get #1 priority?
Malartsik – No, all participants would be equal and have to agree on programs
Ito – Is Morton Grove going to join?
Malartsik – Not sure, will check.
Lovering – Would this be putting a strain on our office staff?
Malartsik – No, our new Registration Software will make the registration process quicker and
easier on office staff.
Snyder – This may help us target the hard to reach pre-teen group.
On motion, Bass / Gratch to move the S.P.A. Agreement forward to the Village Board. 7 – 0, Motion passed.
DIRECTORS REPORT
Additions: 1) Received word that we were awarded the OSLAD Grant
2) Lincolnwoodfest Amusement License passed
3) Alltown was awarded the bus bid
4) Farmers Market is growing
5) Memorial Day activities are set

John Swanson has chosen not to serve another term as Park Board Member, this will be his last meeting.
