Further work on POWER LINE TELECOMMUNICATIONS

Working Party 1A would like to thank those Working Parties who brought, either directly or through their relevant Study Group, our attention tothe extended frequency range for PLT coveredby ITU-T Recommendation G.9960 “Next generation home networking transceivers”, which is going up to 200 MHz.

During the February 2010 meeting of Working Party 1A there was an opportunity to discuss briefly ITU-T Recommendation G.9960 with the Counsellor of ITU-T Study Group 15 (the group responsible for that Recommendation).The Counsellor confirmed that the frequency range for PLT went up to 200 MHz but that this was the silicon maskand not the transmit mask.The understanding of WP 1A was that the silicon mask determines the maximum transmitted power that the chipset needs to be able to achieve but does not define the actual transmitted spectrum.

The Counsellor also confirmed that ITU-T Study Group 15 did not regard themselves as competent to determine the transmitted spectral mask needed to protect radio systems and would therefore appreciate input from ITU-R on this aspect.It was also noted that timescales were short if the ITU are to avoid other standards organisations producing a specification for PLT that is unlikely to take the same care about protecting radio services.

In order to assist ITU-T and ensure the protection of the radiocommunication services, Working Party 1A has agreed the following course of action:

•To forward, taking into account final contributions and comments received from relevant Working Parties to the June 2010 meeting of Working Party 1A, a draft new Recommendation on power line high date rate telecommunication systems (see the Preliminary draft new Recommendation ITU-R SM.[PLT] in Annex [1A/TEMP/86] to Document 1A/[WP 1A Chairman’s Report]) for adoptionby Study Group 1 in September 2010.

•To propose to Study Group 1 that the scope of Question ITU-R 221-1/1 on PLT be modified to include frequencies used by PLT up to 200 MHz and above (see Document 1/[1A/TEMP/77]).

•To start work, with immediate effect, on the protection requirements of services operating above 80 MHz.This work to be concluded in 2011 and should lead to the development of new Recommendation(s) and/or Report(s).

•To liaise with ITU-T Study Group 15 to seek clarification on a number of issues such as terminology (see Annex [1A/TEMP/87] to Document 1A/[WP 1A Chairman’s Report]).

•To establish a Rapporteur Group for this issue inviting participation from relevant ITUR Working Parties and ITU-T Study Group 15.

In order to complete this work in a timely manner consistent with the timescales of ITU-T Study Group 15, Working Party 1A requests that those Working Parties with service allocations up to and around 200 MHz provide the following information:

•Any final comments and input on the preliminary draft new Recommendation ITU-R SM.[PLT] on power line high date rate telecommunication systems(see Annex [1A/TEMP/86] to Document 1A/[WP 1A Chairman’s Report]).

•Information on operational scenarios and required protection limits at the receiver of any services under their purview that operate above 80 MHz, limited to around 200MHz (e.g. minimum received signal level, protectioncriteria, peak or average power limit etc).

•To make their members aware of the Rapporteur Group established by Working Party 1A to address this issue. The terms of reference of the Rapporteur Group are given in Annex [1A/TEMP/76] to Document 1A/[WP 1A Chairman’s Report] and the details of how to join the group are described in Section 2.3 of the “How-to-use” Document, available at:
