Dorset Strategic Road Safety Partnership Draft Terms of Reference
Aim of the Partnership
To reduce casualties across Poole, Bournemouth and Dorset through the creation of a proactive Partnership which addresses a wide range of unsafe road use practices through education, engineering, and enforcement.This Partnership will use the same collaborative, data and intelligence-led approach that has underpinned the success of the Dorset Safety Camera Partnership in the past. Collaborative working facilitates the sharing of intelligence and resources across a wider area and creates the opportunity to deliver road safety initiatives more effectively than through individual partners’ own resources and expertise.
Key areas of responsibility
- To identify opportunities for improved and collaborative road safety initiatives between respective partners.
- To develop specific proposals for the use of education, engineering, enforcement and emergency services engagement that will address a wide range of road safety problems.
- To develop and implement effective financial arrangements for the Partnership, having regard to new supplementary road safety funds provided to highways authorities from 2007/08 by the Department for Transport through the Local Transport Plan, and working to identify and achieve sustainable funding opportunities for long-term Partnership working.
- To work under the guidance of the elected Members for Road Safety for the three Highways Authorities and of the Highways Agency, to ensure that local issues are being addressed and that Partnership activities complement and provide added value to Local Road Safety Strategies.
- To convene a Steering Committee and Operational Group which will bring together professionals from each Partner’s area of expertise to ensure that policy and operations are intelligence-led.
- To deliver annual reports on the effectiveness of the Partnership to the Steering Committee and, as appropriate, to the Department for Transport or their nominated agents.
- To deliver annual financial accounts for the Steering Committee, each Partner and the Department for Transport or their nominated agents if appropriate.
- To obtain the commitment of all stakeholders.
- To review opportunities that legislation will permit.
- To confirm the finance available to deliver and sustain the project.
