Job Title:Gas Turbine and Transmissions Research Centre Project Manager

Faculty:Engineering – Gas Turbine and Transmissions Research Centre (G2TRC)

Salary:£28,982 - £37,768per annum (pro rota if part-time), depending on skills and experience. Salary progression is subject to performance.

Hours of Work:Up to 36.25 hrs per weekwithin the hours 08:00 – 17:30

Reporting to:Gas Turbine and Transmissions Research Centre Director

Purpose of the New Role:

To manage resources and projects relevant to gas turbine engineering research across a range of sponsors and customers as the activity expands to address a wide portfolio. The multiplicity of projects and the size of the group and infrastructure require a rigorous approach to project and resource management to enable the academics to focus on the delivery of engineering science and research.

Rolls-Royce is a key customer and will remain so. Other (intended) customers include Honeywell, Safran, Alstom, Siemens, AgustaWestland, MTU and Turbomeca. All have similar levels of technical excellence and rigour and they will have similar expectations in terms of the quality and timeliness of the work delivered to them. The role holder will therefore be responsible for managing access to the facility to ensure effective delivery and appropriate allocation of resources for both external customers and academic staff.

Main Responsibilities / % time per year
1. / Act as the point of contact for external requests for access to the rigs, e.g. for commercial work. Draft quotes and project proposals for review by the centre leadership team. Submit and manage those as part of ongoing discussions with customers and prospective customers. Liaise with other internal groups as required to ensure that commitments can be met. / 10%
2 / Manage all facilities in the emerging gas turbines research centre. Allocate the existing resources to projects according to priority and agreed schedules.Management of procurement of new equipment and space requirements to best serve future work. Define and develop appropriate service level agreements to meet both internal and external requirements. / 30%
3. / Basic financial recordkeeping/ administration and reporting of project and customer costs / 15%
4. / Maintain and communicate (internally) a clear list of current projects, upcoming deadlines, and actions required to ensure that these deadlines are met. Highlight to line management as appropriate where there are concerns over delivery not being met. / 10%
5. / Ensure the facilities are fit for purpose through the implementation of appropriate quality maintenance and health & safety procedures including deployment and retention of an ISO9001 regime in the centre. Plan appropriate outages to minimise the impact on delivery. / 10%
6. / Oversee the development and design of new rigs as part of the expansion plans and as new opportunities arise. Manage the procurement of new facilities from requirements specification to delivery and commissioning. / 10%
7. / (Possibly) Line-manage the technical and support staff within the Gas Turbine Research Centre, managing performance and development in accordance with University guidance and procedures. / 10%

Knowledge, Skills, Qualifications & Experience

Essential / Desirable
Qualifications/ Education / A university degree. / A first degree in Engineering or Business.
Skills/Training / Ability to use MS Project, MS Access and MS Excel.
Some formal training relating to quality systems and management activities.
Excellent written and verbal communication skills / Training in Project Management principles/ methodologies
Understanding/ experience of ISO9001 Quality Management
Experience / Management experience.
Experience of managing a large portfolio of projects and customer relationships
Experience of proposal preparation and financial costings.
Experience of working in an environment where good organisational skills are critical. / Knowledge of the aerospace industry.
Experience of working within a University research environment.
Experience of equipment or service procurement.
Statutory/Legal / The interpretation and implementation of work related regulations and procedures and an understanding of non-compliance on other staff and the University (e.g. Health and Safety) / Experience of OHSAS 18001 Health & Safety

Decision Making

i)taken independently by the role holder

All general day-to-day decisions.
Develop resource management schedules and plans.
Track and monitor progress on active projects and take corrective action where required.
Provide appropriate updates to internal and external customers.
Manage appropriate maintenance schedule to ensureeffective operation of the facilities.
Allocation of rig access time to external customers where this does not have potential to delay planned development programmes.
Sign-off expenditure associated with essential upgrades and maintenance of established facilities.
Sign-off of any expenditure associated with improving any safety aspects of the facilities.
Line management of technical and support staff within the research centre

ii)taken in collaboration with others

Where there is conflicting requirements for resources, the role-holder will make recommendations for resolution and refer to the Research Centre Director for approval.
The role holder will liaise with others in forming decisions on the development, design and procurement of new rigs and upgrades to rigs. He/she will also liaise with others in establishing charging protocols for new customers and reviewing those used with existing customers on an annual basis.

iii)referred to the appropriate line manager (Prof. Hervé Morvan) by the role holder

The Research Centre Director will sign-off major items of expenditure.He will also approve final decisions on resource allocation where there are conflicting requirements.

Additional Information

The role holder will manage interactions with external parties and will play a key role in developing and maintaining successful relationships with key industrial partners. For this reason, it is essential that the person appointed presents themselves in a professional manner.
The role will also demand attentive and courteous responses to internal customers including academics, PhD students and researchers. He/she will be required to respond to questions and communications from those customers in a way which is prompt, respectful, reasonable and realistic.
The Gas Turbine & Transmission Research Centre is a rapidly growing facility which has attracted significant funding and interest from new industrial partners.
