158 DECLARATION OF ACCEPTANCE

Resolved – Mr Jackson signed his Declaration of Acceptance and took his seat on the council

159 MINUTES OF THE COUNCIL MEETING

Resolved - To authorise the Chairman to sign, as a correct record, the minutes of the meeting held 18 January 2017 in Hayton Reading Room

160 DECLARATIONS OF INTEREST

  1. Councillor Bowman declared an non-pecuniary interest in Agenda Items 169, 170 and 171 being a member of the Carlisle City Council Planning Committee
  2. Councillor Tinnion declared a pecuniary interest in Agenda Item 164 being a member of the Hayton Reading Room Management Committee
  3. Councillor Billington declared a pecuniary interest in Agenda Item 164 being a member of the Hayton Reading Room Management Committee. Councillor Billington also declared his position as Chairman of the Hayton Playing Field Project.

161 PARISH PLAN

Hellen Aitkin of Action with Communities in Cumbria (ACT) was introduced by the Chairman and she proceeded to speak to the council about undertaking a Community Plan (former known as a Parish Plan). She spoke about best practice, finances and producing a finished plan. She brought examples of other plans and packs containing guidelines and templates.

Ms Aitkin was thanked for her attendance.

162 MATTERS ARISING FROM THE PREVIOUS MINUTES – these are matters to note

a)Pension Scheme – the staging date has passed and the council is enrolled as a pension provider. There are no employees currently enrolled.

b)Flatt Woods and Fenton Lane – Cumbria County Council has confirmed they have received and actioned the parish council’s request to withdraw the application.

c)Hayton School – the school has received a grant from the Heritage Lottery Fund for their Bi-centenary celebrations.

d)Fibre Broadband, Digital Inclusion Sessions – There are to be two sessions on Monday 3 April 2017. The first will be at Corby Hill Methodist Church from 2 – 4 pm and the second will be in Hayton Reading Room from 7 – 9pm. Advertising will be done.

163 PUBLIC PARTICIPATION

  1. Councillor Graham stated he would deal with Agenda Item 166 – a request for dropped kerbs at Millriggs, Corby Hill.
  2. A resident of Millriggs came to speak about an ongoing problem with overgrown trees on private land at Millriggs, Corby Hill. The resident has spoken to Dennis Nash of Riverside, who confirmed he has contracted work to be done some cherry and fir trees at Millriggs. The resident informed the parish council that Mr Nash also agreed to carry out work on the trees at a property in Millriggs provided the funds were raised by the community to pay for the work. No costs were provided for the parish council meeting. The landowner is unwilling to pay or contribute, which has been an ongoing problem. The resident had been told that a similar problem had occurred in Dalston and the parish council and county council had contributed to the costs. He asked that the parish council consider contributing in this case.

164 HAYTON READING ROOM – WALL COLLAPSE

Part of the rear wall of Hayton Reading Room collapsed in January. A claim form was completed for the insurers and this has been returned stating that the policy provides cover for one-off unforeseen events. This is an occurrence would have most certainly been ongoing over a long period of time, and thus would be considered as a 'gradually operating cause'. Wear and tear, gradually operating causes and maintenance issues are excluded within the policy.The Reading Room Committee is to hold a meeting and will come back to the parish council next month with a report.

Resolved – to re-agenda the item for March

165 TREE PROBLEMS AT MILLRIGGS, CORBY HILL

The problems occurring were discussed under Agenda Item 163:

  1. Approximately 3 or 4 Fir trees are to be removed by Riverside Housing
  2. Carlisle City Council and Riverside Housing are in contact regarding the Cherry trees which need attention but cause problems for pedestrians when the blossom and leaves fall on to the pavements.
  3. The council was not willing to discuss finance without knowledge of costs but even with that knowledge were not willing to become involved financially. The land owner should be insured and could claim against the insurance.

Resolved – Clerk to contact Dennis Nash to discuss the problem and inform the council at its next meeting. Councillor Tinnion to pursue the matter in his capacity of city councillor for the Ward.

166 REQUEST FOR DROPPED KERBS AT MILLRIGGS, CORBY HILL

County Councillor W Graham to deal with problem.

167 AED’S IN THE PARISH

a)Hardbank and How Mill – The two sites have been registered and are now live. The Hardbank AED has been connected to electricity and the How Mill one will follow shortly.

b)Heads Nook AED added to the Asset Register and Insurance

c)Replacement consumables for the three of the AED’s will be purchased soon

d)Finance for the remaining two areas without an AED is continuing.

168 POLICE MATTERS AND REPORTS

  1. Councillors were forwarded an alert regarding scam parking fines emails
  2. A Parking Warden has been in Hayton village to enforce the new parking restrictions

f)For information – Brier Lonning up from the T junction, Hayton – the footway is to be repaired

g)The litter bins at Bygill and Peacock Lonnings have not been emptied. Cllr Tinnion to pursue

h)The road in the centre of Talkin where Openreach has installed the fibre cables for Broadband has sunk and is need of repair – Highways Hotline to be contacted.

Members were informed that if they see any highways or footpath issues they should contact the Highways Hotline - 0300 303 2992 – immediately and not wait for the next council meeting to report the problem

Wednesday 15 March 2017 in Hayton Reading Room. This meeting will be preceded by the Annual Meeting with Electors starting at 7pm
