PUBLIC ADDRESS BY BIDWELLS

David Bainbridge from Bidwells attended the meeting, at the request of James Wilson, of Davidson Homes, to discuss surveying and identification works that are being carried out on Blackberry Farm land. There is NO planning application at the moment, it is preliminary enquiry work.

Councillors expressed concerns at yet more planning for Ibstock. The developments are continuing at a rapid rate yet no one is looking at the infrastructure of the effect housing is having to the schools, doctors, roads etc.

It was also noted that this site was outside of the Limits to development as identified in the NWLDC local plan, which has been formally adopted.

It was agreed that David would attend a future meeting to discuss the findings of these enquiries, and any further developments with an application for the land.

POLICE REPORT

The police attended the meeting and crime figures for Ibstock for the past month

A total of 26 crimes.

9 Vehicle Crimes

5 Theft from Shops/Petrol

10 Criminal Damage

They advised there was a spike in crime nationally. Crime prevention advice is available as well as the police attending events and local community groups to assist with tool marking, alarms etc.

The police continue to patrol the welfare and other areas of high anti social behaviour as and when shift patterns allow.

PUBLIC SESSION:-

A High Street Business owner asked why planning applications continue to be passed when the schools/doctors etc cannot cope with the existing parish demands. Cllr Clarke advised that County Council advise about school places and doctors spaces. Section 106 money is paid by developers but it is at the discretion of the surgery/school to apply and use it for the benefit of the parish. Where possible the parish council meet with the developer and request the sec 106 money is allocated to Ibstock for any development in Ibstock, however this isn’t always the case. The Section 106 money can go into a central pot and be claimed by any education or health care practice within the district regardless of where there development is.

A local councillor from a neighbouring council, advised councillors to draw up a wish list for developers to ensure that any planning application benefits the needs of the parish, (ie bungalows)

A representative from one of the football teams attended the meeting to update members with current complications at the welfare site,. The chairman confirmed it would be discussed in confidential

A resident attended the meeting regarding trees that were adjoining her property on Parkdale. The clerk had obtained a quotation to crown lift the trees for £2080, however there was concern over carrying out crown lift, as the roots would continue to grow. Removal of the tree was not recommended due to heave

Cllr Clarke agreed to contact NWLDC tree warden on behalf of the Parish council and ask his advice.

The Palace – Councillor Sparrow updated members on the recent palace meeting he attended.

The palace would like a grant towards new stage curtains. A formal grant application needs to be submitted to the council including quotation, Latest accounts and latest bank statement, it can then be considered.

A request for financial support for the Pensioners Christmas lunch. It was suggested it could cost approx. £1200.

Councillors voted. It was unanimously agreed to donate £200 in support of this

(Cllr Sparrow declared an interest as Palace/Councillor representative so took no part in the vote)

. Merisons provided an update to say that the heating survey had been carried out. They were awaiting the service paperwork but expect the work to be an additional 20k to the provided quotation,

Council to obtain copy of the service paperwork and 20k breakdown and obtain two further quotes before agreeing to heating work to commence.

20 FOR 7 GRANT FROM NWLDC
NWLDC requested written confirmation that the council would use the 20k grant that was awarded to them for the Bike Track project on the old skate park. The funding would be withdrawn if the council did not use by March 2018.

The Council wished to continue with this project but with the current levels of Anti Social behaviour and crime, it was felt that the area would soon become damaged as other areas that we have injected funding into.

Clerk to advise NWLDC that the project is still supported by the schools and police,but the council will continue to monitor the crime and anti social behaviour and the support offered by the police and authorities in the coming months before committing any more public money and commencing with the project.
