Job Summary

This position ensures execution in the following functional areas:benefits administration, employee relations, training, performance management, policy implementation, compensation, HRMS Administration and recruitment/employment, affirmative action and employment law compliance. This position requires an extremely perceptive person who can relate to individuals at all levels within the organization. Plans, administers, coordinates, and monitors the Human Resource functions for employees of a Division; interprets and enforces the employee manual; resolves employee grievances; ensures compliance with federal/state regulation and TSA policy; maintains the confidential nature of the position; manages and monitors the established compensation program; ensures compliance with compensation policies and procedures; coordinates and monitors the recruitment and hiring of employees; coordinates the preparation and maintenance of personnel records for all employees; serves as a liaison between the Corps, Divisional Headquarters and Territorial Headquarters regarding human resources functions and policy. Develops and provides applicable Human Resource related training to Officers and HR field employees and Managers/Supervisors. Works with legal and outside counsel on EEO and employment litigation issues when appropriate.

Knowledge, Skills and Abilities

Knowledge of the general principles and practices of human resource management, current employment law, and compensation administration. Knowledge of configuration of various modules within an HRMS system including but not limited to: Benefits, Recruiting, Compensation, Payroll and Absence/Time Off reporting. Familiar with report writing, metric analysis and using data to assist with meeting compliance requirements. Ability to communicate with technical and non-technical users and facilitate outcomes. Project management experience preferred. Knowledge of the principles and practices of employee recruitment, screening, testing, and selection. Knowledge of and ability to interpret local, state, and federal laws, rules and regulations governing employment practices. Knowledge of effective and efficient methods for organizing, maintaining, and securing personnel records. Knowledge of the principles and practices of fair and equitable pay practices. Knowledge of point-factor evaluations systems and the ability to customize a system to meet the changing needs of the organization. Knowledge of the market and where to find appropriate survey data for the geographic characteristics of the positions. Ability to learn and maintain a current knowledge of The Salvation Army mission, philosophy, culture, protocol, and organizational structure. Ability to apply independent judgment in making decisions and resolving problems with limited supervision. Ability to interpret, explain, and enforce established personnel policies and procedures.

Ability to resolve employee complaints and grievances in a calm and tactful manner. Ability to write accurate and thorough position descriptions and specifications to capture to full scope and level of work involved in a particular job. Ability to analyze salary survey data and draw conclusions based on statistical analysis. Ability to plan and coordinate personnel programs, meetings, and special events. Ability to advice employees and officers at all levels to resolve personnel problems and to protect the interest of The Salvation Army. Ability to build and maintain effective and professional working relationships with employees, officers and professionals in the community.

Education and Experience

Bachelor's degree from an accredited college or university in Human Resource Administration, Business Administration or a related field, seven to ten years progressively responsible experience working in a human resource office, or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities. Master’s Degree preferred.

Valid State Driver’s License

Physical Requirements and Working Conditions

Ability to read, write and communicate the English language. Ability to read and comprehend legal terminology in order to determine compliance. Ability to perform mathematical computations. Ability to operate and answer a telephone.

Work is performed in a normal office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt, and the like.
