ST STEPHEN-IN-BRANNEL PARISH COUNCIL
Minutes of the ordinary meeting of the Development Committee held in the Brannel Room, Fore Street, St Stephen on Wednesday 10th February 2016 commencing at 7.30pm.

Cllr Hatton welcomed everyone to the meeting and reminded Members that if they intended to participate in the meeting, they could be recorded, photographed, filmed or otherwise reported about.
DC01/16 Apologies:
Apologies were received and accepted from Cllrs Davey and Mrs Yates.
DC02/16 Declarations of Interest:
None.
DC03/16 Dispensation Requests:
None.
DC04/16 Public Participation:
There were no members of the public present at the meeting.
DC05/16 Previous meeting minutes:
It was
RESOLVED that the minutes of the meetings held on Wednesday 9th December 2015 and Thursday 17th December 2015 be signed as a true and accurate record.
DC06/16 Matters arising:
None.
DC07/16 Committee Terms of Reference:
It was
RESOLVED to recommend to Full Council that the changes to the committee terms of reference be accepted as amended.
DC08/16 Youth Council:
Mrs Ranger advised Members of the safeguarding options available. After discussion, it was
RESOLVED to recommend to Full Council that any existing DBS in place be accepted; that the Clerk be asked to go through the checking process; and that a basic DBS check be offered to any Councillor wishing to go through the process.

DC09/16 Promotional Products:
It was
RESOLVED to recommend to Full Council that 100 Stylus Pens (+ 100 free) in light blue be purchased at a cost of £96.
DC10/16 Community Emergency Plan:
It was
RESOLVED that the Deputy Clerk put together a Draft Community Emergency Plan, using the new Cornwall Council template, for consideration at the April committee meeting.
Mrs Ranger advised Members that Community Resilience Training was taking place at Emergency Headquarters, Cornwall Council. It was agreed that the invitation email would be circulated and if Members were interested in attending, they would advise the Parish Council office.
DC11/16 Additional Committee Meeting:
It was
RESOLVED to hold an additional meeting on 30th March 2016 to discuss the organisation of events and various forms of advertising for neighbourhood plan initial community engagement.
DC12/16 Information & Answers:
1. Mrs Ranger had received various information, including the OCSI profile for the Parish of St Stephen, which would be beneficial when working on the Neighbourhood Plan. Members asked for the information to be circulated.
2. Mrs Ranger advised that the Foxhole Primary School Democracy Day would been postponed.
3. Cllr Mrs Wonnacott asked if the appointment of a new vice-chairman could be included on the next agenda.
