MINUTES OF A PARISH COUNCIL MEETING

1. WELCOME FROM THE CHAIRMAN OF THE PARISH COUNCIL
Councillor David Dumbleton welcomed all to the meeting.
2. DECLARATIONS OF INTEREST IN ITEMS ON THE AGENDA
There were no declarations of interest.
3. TO CONSIDER ANY REQUESTS FOR DISPENSATIONS
There were no requests for dispensation.
4. PUBLIC QUESTIONS OR STATEMENTS
It was noted members of the public were in attendance.
5. APOLOGIES TO BE RECEIVED AND REASONS FOR ABSENCE ACCEPTED
Apologies received from Councillor Peter Almack.
6. MINUTES OF PREVIOUS MEETING
The minutes of the last meeting held on 28 September,2016 were agreed and signed.
7. ITEMS CARRIED FORWARD FROM PREVIOUS MEETINGS
7.1 Steps to the riverside common land near Marmion Tower
The above item was discussed briefly. All funding for the project has been secured.
The Parish Councils agreed work could commence to restore/repair the steps.
The Chair requested the item be on the agenda for the next Parish Council meeting and asked the Sub Committee to produce a written report for that meeting in November.
7.2 EE mobile phone signal improvements-Nosterfield
This item is no longer required as superfast broadband has been brought to Nosterfield Village.
7.3 NYCC-Highways- carriageway repairs
It was agreed the Parish Clerk will report the following faults to North Yorkshire County Council, Highways, asking if there are any plans to carry out any repairs to these roads.
Tanfield Lane leading from B6267 to the Mushroom Farm, Grayfriars, on the way to the Village of Wath.
This road is approx. 8 feet wide, with several potholes. Also, there are several pull ins, used by cars, these are used in
order to give space for cars/vehicles to overtake vehicles. The road is rather tight for two vehicles to pass one another. These
pull ins are access to farmer’s fields and not tarmac covered, therefore are in a poor state of repair.
The other road in a poor state of repair is the main road leading through the village of Thornborough. The road, needs repair,
where Fore Lane joins, the main road leading through the village. The surface of the road is uneven and has been for some time
following a burst water leak, well over a year ago.
7.5 ton restrictions in place on some of the roads in the parish
After discussion, it was agreed the Clerk would write to North Yorkshire County Council, Highways to see if a sign could
be placed on some of the roads in the Parish stating “Unsuitable for HGV – single track road” where it has been reported to the Parish
Council that unsuitable vehicles have caused access problem.
8. REPORTS FROM PARISH COUNCIL REPRESENTATIVES
8.1 Report from Nostefield Quarry Liaison Meeting.
Councillor Peter Hull gave a report from the above meeting including the following points:
· The Ladybridge final extraction was completed.
· 23656 reeds have been planted around the top (northern) two lakes. The southern lakes will be planted next spring/summer.
· Area 8 (west of Ladybridge) is now worked almost worked out and only key customers are being supplied.
· The planning meeting to decide the Langwith extension is now expected to be in mid-November. If consent is granted the work is expected to begin almost immediately.
· Discussions on transfer of the Henges are ongoing and the transfer is expected next summer. The balance of the land not required by the heritage body is likely to be sold.
· Transfer of the area of the Western Lakes to LUCT is planned.
8.2 Report from North Yorkshire Police.
P.C.S.O MacPherson read a report including the following points:
· Since April, 2016 crime reported within Bedale District decreased by 2 from 189 to 187 compared with the same period in 2015.
· Inspector David Murray is the new Inspector for Hambleton, Northallerton, Thirsk, Stokesley and Bedale Districts.
· The Police have been urging people to enjoy Halloween and Bonfire night in the right spirit.
· 20 former special constables have joined the ranks of regular officers at North Yorkshire Police.
· Members of the public are being urged to vote on the North Yorkshire Police Public Choice Award.
The police were unable to send a representative to the Parish Council meeting to speak specifically regarding the 7.5 ton restrictions currently in place on some of the roads in the Parish. An email was received by the Clerk who has circulated the details to the Parish Councillors. See item 7.3.
8.3 Lower Ure Conservation Trust Meetings.
It was agreed Councillor David Dumbleton would represent the Parish Council at the Lower Ure Conservation
Trust Meetings.
9. MAINTENANCE
9.1 Inspection of playgrounds
It was resolved that Wicksteed Leisure Ltd be appointed to carry out the annual inspections of playgrounds in West Tanfield,
Nosterfield and Thornborough at a cost of £180.
9.2 Caretaker duties in the Parish
It was agreed to renew the contract with the DTMS the Parish Caretaker until December 2017.
9. PROTOCOL FOR REPORTING ISSUES/FAULTS TO LOCAL AUTHORITIES
It was agreed not to make any changes to the Parish protocol for reporting issues/faults to local authorities.
11. REPLACEMENT OF FELLED TREES IN THE PARISH
After a short discussion, the Parish Council decided it would encourage the planting of a replacement tree by anyone who
is making a planning application to fell an existing tree, in the Parish.

12.4 To consider the internal auditors opinions, regarding the accounts.
It was agreed to have a new heading in the Parish Council accounts for 2016/17 of “Chairman’s allowance”
12.5 To note the delegated revenue expenditure authorisation to the Parish clerk.
In cases of extreme risk to the delivery of the council services, the clerk may authorise revenue expenditure on
behalf of the council which in the clerk’s judgement it is necessary to carry out. Such expenditure includes repair,
replacement or other work, whether there is any budgetary provision for the expenditure, subject to a limit
of £200. The clerk shall report such action to the Chairman as soon as possible and to the council as soon as
practicable thereafter.
12.6 To consider making a donation of £50 to Hambleton Citizens Advice Bureau.
It was resolved to donate to Hambleton Citizens Advice Bureau, of £50.00.
13. CORRRESPONDENCE
The Clerk reported on items received, including:
13.1 Statement of Licensing Policy
It was noted that Hambleton District Council has published their Licensing Policy.
13.2 “Be Safe, Feel Safe”
A consultation exercise to find out what local people want from North Yorkshire Police has been launched, this
will run from 13 October until the middle of November. The feedback will be used to help to produce a new Police
and Crime Plan.
13.3 Local Plan Preferred Options
Hambleton District Council is consulting on its new Local Plan and has several drop-in sessions for the public
to attend, as well as sessions for the Parish Councillors to attend.
13.4 Budget Consultation 2017-18
Hambleton District Council is consulting on its budget proposals and the services it provides for next year 2017-18.
There is a questionnaire for people to have their say.
14. PLANNING AND DEVELOPMENT
14.1 Consultation on Planning Applications:
It was agreed that the Parish Council would respond to the consultation on planning application accompanied by an Environmental Statement for an extension to the sand and gravel quarry, mineral processing at Nosterfield Quarry and variation to the existing restoration scheme at Langwith House Farm, Long Lane, Well, Nosterfield, Bedale, North Yorkshire. Reference NY/2011/0242/ENV by expressing concern that no date has been fixed for the formal handover of the site to an organisation to process/handle the heritage mitigation. There is also concern about the level of funding for the exhausted quarry, in future years.
The Parish Council are not experts when it comes to archaeological issues, but noted that experts had been consulted.
