SUBJECT: APPROVAL TO COMPENSATE APPROPRIATELY CERTIFIED PERSONNEL NOT ON THE TEACHER SALARY SCHEDULE FOR WORK OUTSIDE OF THEIR NORMAL DUTIES AND WORK SCHEDULE

Houston Independent School District (HISD) is committed to providing a wide range of instructional opportunities from which students can avail themselves. Certain instructional opportunities, such as tutorials and other instructional services in the evenings, on Saturdays, and during summer school, are outside of the normal school day. HISD is requesting the expansion of individuals willing to provide these instructional services to students.

Within HISD, there exist appropriately certified employees in non-instructional job classifications such as Teacher Development Specialist, Curriculum Specialist, Instructional Specialist, and Program Specialist willing to provide instructional services to students outside of the traditional school day. Providing direct instructional services to students is above and beyond the normal duties and work schedules for these specialists. Teachers are on the teacher pay scale and are paid extra duty pay for work outside of their duty day/duty schedule. The specialist classifications listed above are not eligible for extra duty pay because they are paid on the master pay scale and, as exempt (from overtime) employees, are not eligible for overtime pay according to the current pay rates/classifications for these jobs.

At the discretion of the campus principal, appropriately certified Teacher Development Specialists, Curriculum Specialists, Instructional Specialists, and Program Specialists can provide direct instructional services to students outside the traditional school day/school year and will be compensated at a rate of $25/hour. The cost to provide these services by specialists is offset by the cost of using teachers to perform these services.

This plan is designed to fully staff all instructional opportunities HISD seeks to provide to its students. In the future, and with Board approval, this request will be added to the HISD Compensation Manual.

COST/FUNDING SOURCE(S): Included in the 2011–2012 budget.

STAFFING IMPLICATIONS: None

ORGANIZATIONAL GOALS/IMPACT: This agenda item supports HISD Goal 1: Increase Student Achievement and is aligned to Core Initiative 3: Rigorous Instructional Standards and Supports.

RECOMMENDED: That the Board of Education approve additional compensation at $25/hour to appropriately certified specialists when providing instructional services to students in the evenings, on Saturdays, and during summer school, effective March 9, 2012.
