REGULAR MEETING

April 19, 2017

Call to Order: 5:01 p.m.

Roll Call: Kester, Franklin, Spartz, Devlin and Palmer

Members absent: None

Staff present: Interim Administrator Jackson and Recording Secretary Nelson

Others present: James Sellwood, Kristi Sellwood, David Fornengo and Scott Nigon

Pledge of Allegiance:

Council, guests and staff recited pledge of allegiance.

Additions or Corrections to the agenda

Motion Kester, second Palmer to approve the agenda with an addition to the consent agenda, an update from the building inspector and the consideration of a temporary clearing and grubbing license to Special Items of Business. Motion carried 4-0.

Special Items of Business: David Fornengo and Scott Nigor addressed the council as to the plans for the helicopter pad and the flight path to the pad. There is additional tree clearing necessary totaling 2.8 acres. The tree clearing will impact approximately one acre of the City and EDA properties. They presented a temporary clearing and grubbing license agreement for the council’s consideration. There were concerns regarding the future sale of the land that may be affected by the flight path clearing.

Motion Franklin, second Kester to accept the temporary clearing and grubbing license agreement with Essentia Health Sandstone Medical, LLC to allow clearing and grubbing to take place on the EDA/City property in the area set forth in the Agreement that will be in effect through June 1, 2017. Motion carried 4-0.

Petitions or Complaints by Residents and/or Council members: None

Approval of Meeting Minutes:

Motion Franklin, second Palmer to accept the April 5, 2017 meeting minutes. Motion carried 4-0.

Public Hearing: None

CONSENT AGENDA:

Motion Franklin, second Palmer to approve amending Streets & Parks’ summer assistant job description, a leave request for Administrator, a gaming permit for the Sandstone Lions Club for August 12, 2017, Resolution 2017-10 supporting an increase in LGA, a training request for the Administrator and Deputy Clerk on May 9, 2017 and Valerie Palmer and Leaha Jackson to participate in the Housing Institute for Greater Minnesota. Motion carried 4-0.

Brandon Devlin arrived at 5:34 p.m.

Kristi Sellwood addressed the council regarding the requests for Quarry Days. She explained the request for a different parade route and what the Quarry Days personnel will do to accommodate any of the residents of the nursing home wanting to view the parade. There was discussion regarding the room necessary to organize the parade participants. This year’s theme is honoring veterans.

Motion Franklin, second Kester to approve the special event permit, additional requests, and firework activities with conditions for the Quarry Days and gaming permit for the Sandstone Area Chamber of Commerce. Motion carried 4-1 with Devlin dissenting.

Motion Kester, second Palmer to accept and pay claims. Motion carried 5-0.

Old & Continuing Business:

Pine County Historical Society Support Request

Gary Koland presented the request from the Pine County Historical Society on April 5, 2017 for $1500 for the year. The council discussed the possibility creating a uniform donation amount in the budget next year.

Motion Kester, second Devlin to approve the request from the Pine County Historical Society for $1500. Motion carried 5-0.

Report from Richard Drotning

Jackson reported on email received from Richard Drotning regarding the old school building on Court Ave and Leonard Bonander and his building on Main St. The council discussed the difficulty in getting owners of some vacant buildings to maintain the properties without the City of Sandstone being burdened monetarily.

New Business:

Land Conveyance to Pine County

The Pine County Tax-Forfeited Land Sale is scheduled for later this year. Pine County is interested in parcel 45.5529.000 which is located adjacent to parcels that the county currently owns. The land is currently being used by Pine County as a staging area for building materials.

Motion Devlin, second Kester to table this discussion to the next council meeting and instruct city staff to contact Halonen to see if he is interested in purchasing the property. Motion 5-0.

Resolution 2017-09 Detachment of land, Petry & White

Jimmy and Margaret Petry and Tammi White have requested support for Land Detachment. The land is not connected to any statutory boundary of the city of Sandstone or receiving any benefit of being in the city limits.

Motion Devlin, second Franklin to approve Resolution 2017-09 supporting the petition from Petry & White for detachment. Motion carried 5-0.

Reports:

Motion Kester, second Palmer to accept the reports of paid claims and investment. Motion carried 5-0.

Written Notices and Communications:

A thank-you letter was received from the Old School Arts Center for the contribution the City made.

There is a Pine County Board of Commissioners Special Meeting – Minnesota Rural Equity Project on June 14 at 6:00 p.m.

Administrator’s Report:

Remember the Special Council Meeting on Tuesday, April 25, 2017 at 6:00 p.m. with Richard Fursman. Jackson reported on the construction progress of Lundorff drive and the timing and placement of the monument sign.
