Public Comment for Items NOT on the Agenda – Mrs. Howmann commented on how nice the streets look with the new Topien C coating.
Community Guests: Mike Stafford came to provide information regarding the need to spray for the “White Fly”. He has three trucks set up to spray @ $15.00 per tree. The board asked Mr. Stafford to further investigate the best way to mitigate the current situation. He explained our trees did not have a “White Fly” infestation but rather an aphid that are called “Leaf Rollers”. It was brought out that it had been 13 years since the trees were treated. Cheryl suggested that we spray now and check on a systemic process for the future. A resident asked about being notified. There will be flyers and sandwich boards posted prior to the spraying and it will only be in the common areas. The Board planned to wait until Oct 7th to vote on the matter. There was further discussion about if we wait too long that we could miss the window of opportunity to have the trees sprayed. Mike was then asked to contact an arborist and get their recommendation. If the arborist recommended sooner than later, the Board agreed to take action via unanimous consent by email to approve spraying NTE $1,000.00.
Committee Reports:
Architecture – Nothing to Report
Landscape – Bert Howmann reported that the area by the tennis courts has the grass removed and the rock work has started. He also reported that he learned at a “Water Wise Seminar” he attended that there is a system to handle the trees on Norma. He also reported that the grass on the east side of the park is going to be removed and replaced with rocks and plants.
Painting all the visible fencing was further discussed. The Board needs to know how much fencing there is and what repairs will be needed before the cost can be figured out. A motion was discussed that hiring 2 people thru Continental Labor NTE $200.00 may be an option. Prior to taking that action, Ramon is to be asked if his crew can do the measuring, Eric Motioned, Carol 2nd, Unanimous.
Streets – Per Burtch, the Topien C coating needs to blend before what needs to be redone or filled in can be determined. Need to get 2 bids for the word “Stop” and a stop line to be added on the new coating at each stop sign.
New Business: None
Old Business: Election Policy Update – Jim Nelepovitz, Nothing to Report
Resolution for Small Claims Court was signed by all the directors
Reserve Account Status – The Board reviewed the previous Reserve Study Update and decided to continue with existing Reserve Study. Board members are going to review items listed and make a best effort to add items not on the latest Reserve Study and then assign dollar amounts and life cycle numbers.
Managers Report:
Manager requested new desk chair. Board voted Unanimous Approval for new chair NTE $100.00.
The board authorized use of first names (of Board members) in the meeting minutes.
Per Johnnie’s direction, manger cast proxy for Highmark Diversified Mny Mkt as recommended by Ntl Financial Services LLC.
The Board authorized 3 people on Halloween from 5 to 9 PM thru Continental Labor. They are to ask “Trick or Treaters” to park outside the Village and walk-in for the safety of the children on our narrow streets.
Manager is to follow up on Seismic Gas Valve, reported a resident is going to use the Village Basketball Courts for a church team of children 5 – 11 years old to practice on. Mary O’Neal is not having problems with the drainage easement through her backyard. New Checks and Business cards were ordered on-line. Blanka Black hit a mailbox on Mountain View and her insurance has been billed. A Streetlight in the Fountains was knocked over by a local contractor and his insurance will replace it.
