Unlocked is a new and groundbreaking scheme which will hire top graduates and career changers to work in prisons as officers for two years, focusing on breaking cycles of re-offending and giving second chances to those who lacked opportunities earlier in life. Participants will also engage in rigorous training and leadership development throughout the programme. The skills they learn will propel them into leadership roles in a range of sectors when they complete the scheme.

This exciting opportunity has the potential to grow a programme team from scratch, as well as to re-imagine the training of prison officers. The Programme Director will oversee a training curriculum, which will blend academic learning and practical experience. Alongside this, they will provide strategic oversight for a new model of practice based learning and coaching in prisons, which will sit alongside cutting-edge theoretical education. This is a unique opportunity to oversee the development and delivery of a new and innovative training programme.

The successful candidate will be highly motivated to help us build an exciting and mission focused organisation. They will have excellent interpersonal skills, attention to detail, and strategic planning abilities. They will have a track record in the public sector, and will have experience of managing and working closely with a range of stakeholders.

Role Purpose

The Programme Director will be responsible for the design and delivery of both the academic and work based learning which Unlocked participants will undertake.

Key accountabilities

Lead and manage all aspects of our programme

  • Manage and hold responsibility for the quality and consistency of the Unlocked programme
  • Oversee the tendering and selection process for an HEI that can support, quality assure, and award qualifications for Unlocked participants
  • Manage the ongoing relationship with the selected HEI
  • Working with an HEI and Skills for Justice, ensure the Unlocked programme receives accreditation, and seek endorsement from NOMS
  • Develop partnership agreements with key stakeholders to establish respective roles in delivering the Unlocked programme
  • Manage and co-ordinate the delivery of an intensive initial Summer Institute
  • Manage and co-ordinate the training of line managers and senior leader contact points from placement prisons
  • Coordinate between the prisons and Unlocked once participants are on the programme
  • Hold all parties to account for their placement obligations
  • Hire, manage, and develop the Unlocked programme team (including the Mentoring Prison Officers)
  • Manage and control programme expenditure within an agreed budget

Person specification

  • Strongly aligned with the Unlocked mission and our organisational values
  • Ability to oversee a suitable programme for our participants
  • Knowledge of designing an innovative training and / or support programme
  • Ability to recruit, manage, train and delegate to a team of staff, and monitor staff performance
  • In-depth knowledge of curriculum development
  • Excellent industry networks and the ability to maintain these to the benefit of Unlocked
  • Manage and control assigned expenditure within agreed budgets
  • Experience of supporting the development and implementation of an innovative training programme
  • Highly motivated person who is excited to be part of a start up organisation
  • Highly organised and detail orientated
  • Excellent written and verbal communication skills
