The meeting was opened at 7:10 PM by Mayor Falci with the pledge of allegiance.

TREASUER’S REPORT
The Treasurer’s report for December 2010 and January 2011 were approved on a motion by Mayor Falci seconded by Trustee Glenn Thomas and carried.

OIC Marcus Smith reported for the month of January:

The police department continues to patrolCleveland Ave with the Steuben County Sherriff’s department assisting.
Officer Smith had repairs completed on the police car through Park automotive. The car also needs a new battery & suspension needs repair.
MAINTENANCE REPORT
Mayor Falci read the following from DPW Supervisor Zdanowski:
Pump station pulled 2 times to unplug - rags and towels in sewer.
Snow and ice removal
Repairs to salt spreader – on the oldest truck
Gear box and main pump in large truck repaired
Backhoe had a hydraulic leak in a major suction and coolant line – replaced.
Concrete forms put in for new bath rooms at old station
Concrete to be poured on Wednesday
Regarding the rags and towels being flushed into the sewer, Mayor Falci will sendletters to various businesses to remind them to monitor what is being flushed.
Approval of Maintenance report was tabled until next months meeting.
FIRE REPORT
Chief Michael Robbins gave the following report for January:
February 15th, 22nd and March 15 will be mandatory OSHA PRDH refresher in Arkport
CPR and AED training will be on a Wednesday night will give a date soon
March 12 the department will be in the Saint Patrick’s Day parade in Hornell
Two new members, Anita Michael and Kelsey Class as a Jr. firefighter
Angela Neu has moved from an exempt to an active member
Updated inventory presented to the board
3 members taken off probation
April 9th & 10th open house
Training for 2010 –1176 hours
Calls for 2010 – 833 hours

CODE ENFORCEMENT REPORT
CEO Schieder was not in attendance. Mayor Falci read the following:

Working with a resident (Mrs. Rowe) who is having trouble with a contractor
He is working 2 hours at village hall from 5 – 7 on the first and third Mondays of the month.

FIRE DEPT BY-LAWS
The following are changes or additions to the by-laws:

Article 3 Section 4“No one under the age of 21” should be deleted

Article 13Rule 17 - No orders are to be taken by any firefighters or officer of the company, unless given by a NH Volunteer Fire fighter officer or the Mayor & or the Board of Trustees. Rules are for the fire scene
Article 14Qualifications – FF Essentials Course not taught in 10 years. Change to FF1 or current equivalent course.

Mayor Falci made a motion to accept the Fire Department by-laws revised in 2010 with the stipulation that the changes discussed at this meeting will be made. Motion was seconded by Trustee DiRaimondo and carried.

SENECASTREETBRIDGE
Designs for bridge will be complete by 2012. Will start building by 2013 and finish by end of 2013. There will be public hearings before the bids are contracted. The grant for the bridge will be taken over by the Town and County. The only cost the village will incur is to reconstruct the south end of Seneca Rdtouching the bridge. Cost estimate to the Village $25,000 or under.
DELINQUENT RUBBISH AND WATER BILLS
Mayor received an updated list from the City of those Village residents who have not paid their water and rubbish bills. The City would like the Village to relevy these delinquent amounts on the Village Taxes. Mayor talked to the county and this is something that we are not allowed to do. If the bills are not paid the water will be shut off to those residents.
NEW BUSINESS
ENVIROMENTAL EMERGENCY SERVICES
The board agreed to give $500 to support the EES. It is responsible for Flood warnings, Chemical hazard training, and National flood insurance information.
GRANT WRITER
The board will discuss selecting a grant writer at the next budget workshop. Bill Rowe from Hunt Engineer is providing a writer for the Seneca Rd. project.
BUDGET WORKSHOP
Budget workshops are scheduled for February 28th from 6 – 8PM and March 14 from 6 – 7PM
OTHER
Trustee Dick will check into rescheduling a date for the shredding truck in the Village.
Mayor Falci noted that there where two resignations this month. Dr. Pasquale Picco – Health Officer and Doug Dunn – Planning Board Chair. The Mayor will appoint replacements at next board meeting.
The Mayor will ask the DPW to move the excess snow mounds from the alley behind the Giles property on Seneca Rd.
