JOB RELATED BEHAVIORAL COMPETENCIES:

A “Competency Library” (document) serves as a source of definitions and as a guide for competencies necessary for successful job functioning in the position of Controller. Cooperatively with the Executive Director, pertinent competencies-specific behavioral indicators are selected for the position of Controller. These will serve, in part, as the basis for performance evaluation.

OVERALL PURPOSE OF JOB:

The Controller oversees all financial and related regulatory requirements of SAP&DC. The incumbent crafts and enforces an internal control environment that facilitates the proper expenditure of federal, state and local funds. The Controller, in consultation with the Executive Director, prepares and manages the Commission’s annual budget. The Controller also serves as lead staff to the Commission’s Finance Committee and serves as the Fiscal Agent for Workforce Innovation & Opportunity Act funds.

ESSENTIAL FUNCTIONS OF JOB: (other duties may be assigned):

1)  Budget Preparation.

PERFORMANCE MEASURES.

·  Analyzes past fiscal years’ revenues and expenditure trends.

·  Reviews and ascertains changing programs’ services/requirements.

·  Determines required and optimal expenses.

·  Drafts budget alternatives for review by Executive Director, Finance Committee and Board of Directors.

·  Prepares rebudgets during fiscal and program year based upon changing financial and programmatic circumstances and requirements.

·  Prepares budgets to support applications for grants and other Commission requests.

2)  MUNIS System Management

PERFORMANCE MEASURES

·  Enters and amends general operating and program budgets.

·  Oversees purchase order/requisition approvals.

·  Approves, in accordance with established procedures, payments of bills/invoices.

3)  Internal Financial/Fiscal Control.

PERFORMANCE MEASURES

·  Prepares cash flow analyses and cash flow projections.

·  Supervises the receipt and disbursement of Commission funds.

·  Approves and signs purchase orders.

·  Serves as fiscal agent for the Workforce Innovation & Opportunity Act.

·  Establishes and holds signature authority on all Commission accounts and line of credit.

4) Audit Management.

PERFORMANCE MEASURES

·  Organizes and prepares reports in preparation for independent audit.

·  Prepares periodic solicitations/requests-for-proposals for independent audits.

·  Oversees, organizes and prepares responses to financial and performance audits of SAP&DC grants and programs.

5) Tax and Fiscal Reporting.

PERFORMANCE MEASURES

·  Compiles reports and supporting documentation in advance of the preparation of corporate tax return.

·  Reviews completed tax returns for accuracy prior to obtaining required signatures.

·  Files tax returns on time.

·  Reviews quarterly payroll tax returns.

·  Prepares and files Form W-2 and Form 1099 on time.

·  Prepares fiscal reports in support of contractual requirements of Commonwealth and Federal granting agencies.

·  Completes other fiscal reports as requested by Finance Committee and Board of Directors.

6)  Banking Activities

PERFORMANCE MEASURES

·  Establishes and maintains bank accounts as necessary and required.

·  Approves processed ACHs.

·  Supervises bank statements reconciliations.

·  Arranges for, maintains and monitors lines of credit as may be required and approved by the SAP&DC Board of Directors.

7)  Attendance

PERFORMANCE MEASURES

·  Consistently reports to work as scheduled or uses appropriate call-in procedures for obtaining approval for time off.

·  Consistently reports to work, meetings, and other business appointments on time and prepared.

·  Achieves a healthy balance between personal and work life

OTHER DUTIES:

1.  Represents SAP&DC on relevant committees and ad hoc work groups pertaining to Commission programs and granting agencies.

2.  Adheres to established policies and procedures

3.  Maintains positive working relationships with all vendors.

4.  Other duties as assigned by the Executive Director.

Supervision is typically received from the Executive Director.

This position supervises and manages the Fiscal Tech.

Ability to participate in same day in-district and/or overnight out-of-town travel for meetings and conferences using a personal or rented vehicle. In order to utilize a personal vehicle for Commission business, it is required that auto liability insurance be carried in the amount of $100,000/$300,000/$50,000 or a combined single limit of $300,000.

qualifications/ The ideal candidate will meet the following:

Education

Bachelor’s degree in accounting, economics or business administration.

Experience/Training/Licensing

At least three years work experience as a Controller for a non-profit agency or as a CPA.

At least one year of supervisory experience.
