ROLE PURPOSE:
Lead on embedding Child Safeguarding policy, standards and practice within the Country Office programmesthrough development of local procedures, establishment and coordination of a child safeguarding committee, building the capacity of staff members and partners, ensuring that programmes integrate child safeguarding considerations and mechanisms at all stages, monitoring compliance of the policy and accountability to children.
The post holder will establish arrangement for a child safeguarding focal point to take on the role of maintaining effective mechanisms for reporting and ensuring thateach case is addressed in accordance with the global policy and country procedures.

KEY AREAS OF ACCOUNTABILITY:
Child Safeguarding (CS)
(i)Country Child Safeguarding Standards
Establish effective and context specific country child safeguarding systems complying with SCI quality framework and child safeguarding standards and procedures and make sure that child safeguarding standards are applied throughout the country office.
-Lead the mapping process to identify and develop Local Child Safeguarding Procedures for reporting and responding to child abuse.
-Deliver high quality, accessible and reliable supportto the country offices in to encourage engagement in the progress of full implementation of the Child Safeguarding Policy and procedures.
-Support the Country Director in the process of appointing child safeguarding focal points.
-Work closely with Human Resources Department to ensure that Job Descriptions clearly reflect the specific child safeguarding responsibilities of the respective post-holder, especially those in management positions, and child safeguarding focal points.
-Strengthen Child Safeguarding systems within partner agencies in coordination with the Partnership Manager, plan and deliver training programmes accordingly.
-Chair the initial meetings of the national child safeguarding committee and be accountable for the follow up of actions and decisions.
-Support effective auditing of the country office’s safeguarding systems and provide guidance to the country office on action plans. Oversee and enforce follow-up in order to ensure maximum levels of compliance and competence.
(ii) Child Safeguarding Case Management
Ensure that reporting mechanisms are in place to ensure that any case reported within the child safeguarding framework is addressed in compliance with the global policy and country procedures.
-Assist in the identification of a National Child Safeguarding focal point and ensure training and processes in place to facilitate the work of the National Child Safeguarding focal point in completing the following:
-Support / advise country director as requested and necessary, in decision-making in individual internal reports of child safeguarding cases, in line with local child safeguarding procedures.
-Make decisions or support the decision-making process in individual external reports of child safeguarding cases, in line with local child safeguarding procedures.
-Apply critical analysis, ensuring we realiseour commitment to making Save the Children safe for children by:

Ensuring child safeguarding concerns are reported effectively in line with the policy, acting as the country referral point;

In coordination with the HR director support investigations in order to ensure that concerns are followed up safely, effectively and efficiently and to the required standards. Providing guidance for the in-country local strategy meetings and case management;

Collaborating with key teams and processes within the country office to ensure that Child Safeguarding is integrated into all systems

Role model high levels of professional safeguarding behaviour and maintain the standards required by the Child Safeguarding Policy and Code of Conduct
(iii) Child Safeguarding awareness and capacity building
Provide technical support to staff and local partners ensuring that child safeguarding is known, understood and disseminated among staff, volunteers, partners and beneficiaries.
-Identify training needs, develop and revise training material to promote child safeguarding within the CO
-Coach and support child safeguarding trainers, local Focal Points and officers who will be involved in the Investigations in order to improve Child Safeguarding practice.
-Ensure that child safeguarding communication and visibility material is available and accessible to staff, volunteers, partner, beneficiaries.
-Share learning from these experiences of training and awareness across the organisation and link focal pointas an active member of the Global Child Safeguarding Network.
(iv) Child Safeguarding and safe programming
Ensure that programmes designed and implemented by the country office include child safeguarding considerations and mechanisms to eliminate any potential risk of harm to children
-Ensure that the safeguarding mechanisms are in place in each programme and subject to continuous monitoring/review.
-Identify and utilise opportunities to integrate safeguarding approaches into all aspects of the work from programme design, implementation, monitoring and evaluation, logistics, communication, etc.

QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES-
Essential
  • Substantial experience of working internationally in child protection programmes/child safeguarding practicesinemergency responses and fragile states
  • Education to Masters level in international studies, human rights, social work, psychology or other relevant fieldor equivalent field experience
  • Extensive experience in building strong child protection systems and services to children in emergencies
  • Extensive experience of planning and undertaking training programmes/workshops in child protection/safeguarding
  • Familiarity with key international standards for humanitarian work (e.g. CP Minimum Standards, SPHERE, HAP Principles, etc.).
  • Commitment to and comprehensive knowledge of participation and accountability approaches
  • Demonstrated ability to set up monitoring & evaluation systems in large complex programmes.
  • Demonstrated ability to set up learning and development processes for a large team
  • Experience of senior level representation
  • Experience of developing and negotiating successful partnerships with institutional donors
  • Ability to write clear and well-argued assessment and project reports
  • Excellent communication skills
  • Proven ability to influence change at an operational and strategic level.
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • A high level of written and spoken English
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate, child focus and willingness to abide by and enforce the Child Safeguarding policy.
Desirable
  • Experience of managing as well as undertaking complex child protection/safeguarding investigations and or disciplinary investigations
  • Language skills in Arabic
  • Experience or knowledge of working and living in relevant regions/contexts
