1. INTRODUCTION: The incumbent directs, manages, and coordinates the accounting, financial reporting, investment activities, budget preparation, and payroll functions for the North Dakota Insurance Reserve Fund (NDIRF). The incumbent also provides the highest caliber of professional advice, staff guidance, and support to the CEO and the NDIRF. This Job Description is not a contract and is subject to change.

2. SUPERVISORY CONTROLS: Work is performed under the supervision of the Chief Executive Officer (CEO). This is accomplished through delegation of authority, individual staff guidance, and expected compliance with established policies. Highly unusual or complicated problems may be referred to the CEO for further guidance or decision. Incumbent is expected to rely on his /her experience, judgment and knowledge to resolve problems.

Performance is evaluated through direct observation, review of assigned work or projects, and compliance with established policies and procedures.

DUTIES AND RESPONSIBILITIES:

1. FINANCIAL MANAGEMENT (75%)

ESSENTIAL FUNCTIONS:

*a. Assumes management responsibility for all accounting, financial, investment, budget and payroll functions of the NDIRF. Prepares monthly financial statements, including supplementary and analytical reports for NDIRF management and the board of directors. Prepares and presents analytical financial reports to the annual members' meeting and other meetings, as appropriate. Meets with appropriate staff to identify and resolve questions or problems related to the area of accounting, financial reporting, budget, payroll, and investment. Directs, participates and advises in the development and implementation of goals, objectives, policies and priorities for assigned programs. Recommends and administers, within policy guidelines, appropriate service and staffing levels, policies and procedures.

*b. Oversees and coordinates the assembly and analysis of data for NDIRF's annual budget preparation and presentation for approval by the board of directors. Prepares budget documents and reports.

*c. Prepares and collects data for the annual actuarial study. Analyzes, interprets and applies the actuarial report. Advises on the selection of an independent auditor to prepare an annual financial audit for the board of directors. Prepares various audit reports and acts as a resource for the independent auditor. Provides information and reports to regulatory agencies, as required. Oversees the NDIRF's payroll process, fringe benefit records, and payroll tax record preparation.

*d. Recommends short-term and long-term investments to the CEO, in accordance with the NDIRF's investment policy. Determines amounts available for investment and prepares monthly, quarterly and annual reports on investment activity and analysis for management and the board of directors.


OTHER DUTIES:

e.   Attends and participates in professional group meetings and seminars and reviews professional literature to maintain an awareness and knowledge of current trends and innovations in the field of financial management.

2. DEPARTMENTAL MANAGEMENT (25%)

ESSENTIAL FUNCTIONS:

*a. Plans, directs, coordinates and reviews the work plan for the NDIRF

Finance Department. Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures at all times. Identifies and develops strategies and opportunities for improvement in operations and reviews with the CEO.

b.   Selects, trains, motivates and evaluates assigned Finance Department staff. Provides or coordinates staff training and works with staff to correct deficiencies. Implements discipline and termination procedures, if necessary.

c.   Assists other NDIRF departments, as appropriate, to facilitate the overall operation of the Fund.

EDUCATION and/or EXPERIENCE:

1. A bachelor's degree or equivalent from an accredited college or university with major course work in accounting, finance, business or closely related field; and

a. Six years of increasingly responsible experience in accounting management or administration preferably with an insurance background; or

b. A combination of education and experience that would provide the required knowledge and abilities.

LANGUAGE SKILLS:

1. Ability to read and interpret laws, regulations, standards and documents such as policy/procedure manuals.

2. Ability to communicate clearly and concisely, both orally and in writing.

MATHEMATICAL SKILLS:

1. Understanding of and ability to use advanced mathematical concepts, including statistical and actuarial concepts and methods and techniques of cost-benefit analysis.


REASONING ABILITY:

1. Ability to understand abstract concepts from written and verbal communications and apply such concepts in order to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals to solve the NDIRF's complex business problems.

CERTIFICATES, LICENSES, REGISTRATIONS:

1. Certified Public Accountant or Certified Management Accountant.

OTHER SKILLS and ABILITIES:

1. Knowledge of operational characteristics, services, and activities of an insurance program, including insurance accounting principles.

2. Knowledge of modern and complex principles and practices of program development and administration.

3. Ability to select, train, supervise and evaluate staff and effectively administer a variety of finance and activities.

4. Knowledge of generally accepted accounting and auditing principles for non-profit, governmental and insurance-related organizations.

5. Knowledge of advanced principles of budget preparation and administration; ability to prepare and administer large and complex budgets and allocate limited resources in a cost-effective manner.

6. Knowledge of established investment policies and procedures and the ability to make decisions regarding profitable investments for the NDIRF.

7. Knowledge of, and ability to interpret and apply, pertinent federal, state and local laws, codes and regulations; and of local government organization, and policies and procedures.

8. Knowledge of computer applications, capabilities, and related software, hardware and equipment. Knowledge of modern office procedures, methods and equipment.

9. Knowledge of research and reporting methods, techniques, procedures and ability to research, analyze and evaluate new administrative methods, procedures and techniques.

10. Ability to establish and maintain effective working relationships with those contacted in the course of work.
