Notice of Race

1 RULES

1.1 The Regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS) 2005-2008.

1.2 No national authority prescriptions will apply.

1.3 The Canadian Yachting Association (CYA) “Code of Conduct” will apply.

1.4 Any changes to the RRS will appear in full in the Sailing Instructions (SI’s).

1.5The organising authority (OA) is the Charlottetown Race Week Committee.

2 ADVERTISING

The Regatta is categorized as a Category C event.

3ELIGIBILITY AND ENTRY

3.1The Regatta is open to all mono-hulled yachts, whose owner/charterer is a member of a yachting organization affiliated with the other yachting clubs, the CYC or the competitor’s national authority. Exceptions will be made at the discretion of the organizing committee.

3.2All yachts shall be self-righting, be properly rigged and ballasted, and be fully seaworthy. Each yacht shall carry an operating VHF radio, capable of transmitting and receiving.

3.3Any class of yacht with five or more entrants may be given a separate class start at the discretion of the organisers.

3.4Each yacht shall have a current and valid measurement certificate, which will be the rating applicable to the yacht at the time she starts her first race and throughout the Regatta. Requests for changes in rating after the start of the first race will not be accepted. The Handicap Rating System will be that of the PHRF Northumberland System.

4FLEET AND CLASSES

The decision as to which fleet and class a yacht races in rests with the Committee of the CYC.

5CLASS IDENTIFICATION

Each class in either handicap or one design will receive and fly a solid colour flag designating her class. This flag will be displayed from her backstay six to eight feet above deck from the time she leaves the dock until she returns.

6TIME LIMITS

The time limit for Alpha Course will be 3 hours.

The time limits for Bravo Course and Charlie Coursewill be 2 hours.

7RACE SCHEDULE

7.1Wednesday July 13th 2005 through Saturday July 16th 2005.

7.2Start times will be listed in the SI’s and will be posted on the official notice board at the CYC.

7.3There will be two races on Wednesday, three or more races on Thursday, Friday, and Saturday, at the discretion of the race officials.

7.4On Saturday July 16th no race will start after 1600..

8SAILING INSTRUCTIONS

8.1SI’s will be available at registration at the CYC. (See 18.1 for times).

8.2Any changes to the SI’s will be posted on the CYC official notice board, located at the clubhouse.

8.3Any changes to the schedule will be posted by 1800 hours the day before they will take effect.

8.4Provisional SI’s may be posted on the CYC website, and that of the PEI Sailing Association.

9VENUE/COURSES

9.1The courses will be either inside or outside the harbour depending upon weather conditions.

9.2The length of the race courses will be at the discretion of the race officer.

9.3Course options will be attached to the SI’s.

10SCORING

10.1The “Low Point” scoring system (RRS Appendix A) will apply.

10.2A minimum of four races shall be completed to constitute a series.

11SUPPORT BOATS/OFFICIAL BOATS

Support boats/Official boats will fly a yellow RC flag whilst on the water.

12BERTHING

Yachts shall berth in designated areas as determined by the CYC.

13HAUL-OUT RESTRICTIONS

Yachts shall not be hauled out during the Regatta except with and according to the terms of prior written permission of the Race Committee.

14FEES

Fees for entries willbe $200.00 for non-CYC members and $150.00 for CYC members. The fees for the white sail division will be $100.00 per entrant.

15PRIZES

Prizes will be awarded for daily racers and overall places at the presentation at the CYC on Saturday July 16th.

16DISCLAIMER OF LIABILITY

Competitors participate in the Regatta entirely at their own risk. See Rule 4 “Decision to Race”. The CYC and the organizing committee will not accept any liability for material damage, personal injury or death sustained in conjunction with or prior to, during, or after the Regatta.

17INSURANCE

17.1Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $1,000,000.

17.2Said insurance coverage must be shown or forwarded with entrance forms and fees.

18REGISTRATION TIMES AND DATES:

18.1Registration will also take place at the CYC Tuesday July 12 from 1730 hours to 2100 hours, and Wednesday July 13 from 0800 hoursuntil 0930 hours.

18.2The Skipper’s Briefing will be in the Great Hall at the CYC at 1030 hours on Wednesday, July 16th.

18.3On line registration is available at under the Race Week Banner at the top of the Website. You may register on line or download the registration form and fax it in.
