75. CONSULTATION ON PLANNING APPLICATIONS

75.1 14/03208/FUL – 69 Bristol Road

Conversion of number 69 and 69a into 3 dwellings, conversion of number 71 into 3 apartments, erection of 3 no. four bed dwellings; associated landscaping and access.

Support with comments. Concerns were raised in respect of the access footpath to Broadlands Academy leading from the Bristol Road footbridge and the Town Council would request that a condition of any permission granted should be that Section 106 funding from the development be used to support and improve the existing footpath ensuring that it remains open during the development and for future years.

75.2 14/03386/FUL – 29 Chalfield Close

Installation of front dormer and 2 no. rear roof lights. Support.

75.3 14/03537/REG03 – Chandag Road (Chandag Infant School)

Installation of a modular building to provide 2 no. group rooms. Support.

75.4 14/02003/FUL – 12 Courtenay Road

Installation of pitched tiled roof to garage. Support.

75.5 14/03531/LBA – 8 Dapps Hill

Internal and external alterations to include installation of new rear conservatory following removal of existing conservatory and installation of new windows to replace existing sash windows. It was noted that revised plans on this application were submitted on 28th August 2014. The Town Council have not had the opportunity to view these revised plans and would request the opportunity to re-consider this application with the revised plans at the next Planning and Development Committee meeting on 22nd September 2014.

75.6 14/03508/FUL – 102 Park Road

Erection of single storey side/rear extension (Resubmission). Support.

75.7 14/03641/AR – The Centre (Town Hall)

Display of 1 no. internally illuminated LED screen. Comment - Clarification is sought in respect of the actual location of the proposed screen for the Centre development. The current planning application plans provide inadequate information as to the positioning of the screen and as such the Town Council request that further plans detailing the location of the screen be submitted in order that full consideration may be made in respect of this application.

75.8 14/03837/TPO – 6 Hurn Lane

T1 – 1 x Silver Birch, remove low limb and prune. T2 – 1 x Silver Birch, remove stem/branch and prune. T3 – 1 x Sliver Birch, prune, crown clean and thin by 10%. T4 – Silver Birch, crown thin and clean by 15%; shorten longer lateral proportions of canopy by 1-1.5m & crown lift to 2-3m. Support.

75.9 14/03565/TCA – 1 The Park (The Rectory)

Work to trees in a conservation area. 2 x unknown trees – prune. Comment – Clarification should be sought from Jane Brewer as to the type of trees to be pruned.

76. PLANNING APPLICATIONS DETERMINED BY B&NES COUNCIL

The applications determined by B&NES Council were received and noted.

77. NOTICE OF APPEAL HEARINGS

Information was received on the following appeal:

Appeal reference APP/F0114/D/14/22231128 – planning application 14/00960/FUL – 136 Park Road – Erection of first floor rear extension. Any comments made in respect of the original application for this development will be forwarded to the Planning inspectorate and taken into account by the Inspector deciding the appeal.

The appeal is proceeding under the Householder Appeals service, therefore there is no opportunity for submission of further comments. (KTC supported this application)

78. NOTICE OF APPEAL DECISIONS

Appeal reference APP/F0114/D/14/2220028 – River View, Steel Mills, Keynsham – Planning application 13/05456/FUL. Applicant’s Appeal against the refusal of a planning application for the creation of a new highway access and driveway extension. Appeal decision – Dismissed.

79. GREEN INFRASTRUCTURE IN THE KEYNSHAM AREA – POTENTIAL GREEN INFRASTRUCTURE IMPROVEMENTS AND LINKAGES

The stage 1 (desk top study) - Review of Green Infrastructure maps and documentation were distributed at the meeting. It was agreed that all committee members would take away the paperwork and bring back their views/comments to the next meeting. The Deputy Town Clerk agreed to email all Committee members electronic versions of the documents.

80. ITEMS FOR INFORMATION

The information Items as listed on the agenda were noted.

80.1 It was agreed that an email should be sent to Jane Brewer (B&NES Senior Arboricultural Officer) thanking her for the helpful information in her email.

81. LIST OF OUTSTANDING PLANNING APPLICATIONS

RESOLVED:

That the information concerning planning applications that had remained undetermined for a period of 8 weeks or longer be received and noted.
