MEETING OF THE CITY OF CONNELL, WASHINGTON

July 20, 2015

The regular semi-monthly meeting, of the Connell City Council was called to order by Mayor Blackwell at 6:00 pm in the City Hall and was opened with the Pledge of Allegiance.

ROLL CALL

PRESENT:Mayor Bruce Blackwell, Councilmembers: Kathie Silva, Joe Escalera, Rhonda Quinton, and Ray Minor.

EXCUSED: Councilmember Escalera moved to excuse Mayor Pro Tem Huber. Councilmember Quinton seconded motion. Motion carried unanimously.

STAFF: Attorney Dan Hultgrenn, City Administrator Jed Crowther, Fire Chief Chris Schulte, Public Works Director Larry Turner, Building Service Clerk Sterling Joyner, Police Chief Chris Turner, and Deputy Clerk/Treasurer Rose Courneya.

CORRESPONDENCE/APPOINTMENTS

Mayor Blackwell received correspondence from the Washington State Liquor Control Board for a new liquor license application for The Corral.

The City received an application for the vacant Park Board position.

City Administrator Crowther appointed Joe Williams as Interim Parks & Recreation Director.

CONSENT CALENDAR

Motion: Councilmember Minor moved to approve the Consent Calendar.

a)  Minutes of the Regular Council Meeting July 6,2015

b)  Accounts Payable July 20, 2015 for $176,714.11

c)  Payroll Check Register 7/10/2015 for $13,226.20

d)  Payroll Check Register 6/30 to 7/5/2015 for $94,039.41

e)  Payroll Check Register 7/15-7/20/2015 for $64,932.26

Councilmember Silva seconded motion. Motion carried unanimously.

APPROVAL OF AGENDA

Motion: Councilmember Minor moved to approve the agenda as presented. Councilmember Silva seconded motion. Motion carried unanimously.

ALLEY VACATION PROCESS NEAR ELEMENTARY SCHOOL

An application was received from NuDawn Construction LLC for a vacation of an alley, located west of North 5th Avenue between West Clark Street and West Davis Street. A vacation of the alley would allow future favorable use of the parcel purchased by NuDawn Construction. NuDawn Construction planned on building four homes. The first step to the vacate process was to adopt a resolution setting forth the City’s intent to vacate. Resolution No. 2015-13 was being presented to Councilmembers for approval.

Motion: Councilmember Quinton moved to adopt Resolution No. 2015-13 Unopened Alley Vacation 400 Block N Fifth Avenue. Councilmember Escalera seconded motion. Motion carried unanimously.

COLUMBIA AVENUE BST PROJECT-DISADVANTAGED BUSINESS

ENTERPRISE LIAISON OFFICER

The Federal funding given to the City of Connell for the Columbia Avenue BST project required the City to appoint a Liaison Officer to oversee the Disadvantage Business Enterprise plan. The plan was in place to provided equal opportunity. The Liaison Offer was be responsible for insuring the contractor follows the plan. City Administrator Crowther recommends Public Works Director Larry Turner as the Liaison Offer as stated in the Resolution.

Motion: Councilmember Minor moved to adopt Resolution No. 2015-11 appointing a Disadvantage Business Enterprise Liaison Officer for the City of Connell. Councilmember Silva seconded motion. Motion carried unanimously

2015 BUDGET MID-YEAR REPORT

City Administrator Crowther reviewed the 2015 mid-year budget revenues and expenditure numbers provided by City Clerk/Treasurer Maria Pena.

COMMITTEE / DEPARTMENT REPORTS

PUBLIC WORKS DIRECTOR-Larry Turner

1) Bid Opening on Thursday for the BST Project

2) Chip seal hopefully done before school starts

3) ADA Handicap ramps to be up graded

4) Well #6-needs to be fixed-Have $25,000 grant from the Department of Health

5) Lift Station 4-new pump

POLICE CHIEF-Chris Turner

1) Summers been fairly quiet. Have some Graffiti around town.

FIRE CHIEF –Chris Schulte

1) Fire burned 32 acres

2) Coulee Fire was easily controlled-due to previous burning

3) Held fire extinguisher training

4) Hosted a Fire Chiefs meeting

MEETING RECESSED

At 6:33 pm Mayor Blackwell announced an Executive Session for 10 minutes to discuss with legal counsel representing the City litigation or potential litigation to which the City, or a city council member or employee was, or may, be a party.

MEETING RECONVENED

Mayor Blackwell reconvened the Regular Meeting at 6:43 pm.

MEETING ADJOURNED

There being no further business before the City Council of Connell, Mayor Blackwell adjourned the meeting at 6:44pm.
