Annual Parish Meeting

The Annual Parish Meeting is a meeting of the electorate, not a meeting of the Council.

It is an opportunity for the residents to meet with the Council and to hear about the achievements of Earby Town Council in the past year and its plans for the future.

There is plenty of opportunity for residents to ask questions during the meeting.

1.Welcome

2.Attendance, Apologies and Non Attendance

To record accept or otherwise, attendance, apologises for absence and non-attendance.

3.Declarations of Interest/s

Members are reminded of the legal requirements concerning the declaration of interests.

A Member must declare a pecuniary interest which he/she has in any item on the

agenda.

A Member with a pecuniary interest in any item may not participate in any

discussion of the matter at the meeting and must not participate in any vote taken on the

matter at the meeting.

In addition it is suggested that a Member with a pecuniary interest leave the room where the meeting is held while any discussion or voting takesplace.

4.Public discussion

Members of the public present to be offered the opportunity to address council on any relevant subject not already on the agenda.

Usual maximum time allotted 15 minutes.

Any questions for council to be sent via post or email to the clerk a week before the meeting.

5.Friday Surgery

Cllr Cocker to bring to Councils attention items of special note from the report from the Friday Surgeries.The report having previously been issued to councillors.

6.Police business

To report on issues of concern and forward selected ones to the West Craven Police Team.

a)Anti Social Behaviour

To discuss the recent increase in the above, including the “open” dealing/supply and smoking of cannabis, particularly amongst the younger members of the community and to agree what action can be taken by this council or other agencies.

8.Minutes

To accept and approve as an accurate representation the minutes of the previous council meetings held on Monday 27thFebruary, Monday 27thMarch 2017 & Thursday 6th April 2017.

9.Update of ongoing issues from previous minutes

Verbal update from clerk and councillors on any matters from the above.

10.Reports from meetings with other organisations

To receive for information purposes verbal or written reports from councillors or the clerk on any such meetings they have attended.

These should be notified to the clerk in advance of the agenda so that they can be listed; in the case of written reports, these should be sent to the clerk so that they can be circulated to all councillors prior to the meeting.

11.Finance

At this point in proceedings the Chairman Cllr C Tennant will present the 2016/17 financial year end spending figures for all Council Committees and those for the Capital Programmes. These will be shown as compared to budget amounts allocated and will be excluding VAT which Council reclaims at six monthly intervals in each financial year – 1st April to 31st March.

Proposed: Council to receive, discuss and approve the above to the 31st March 2017.

To consider approve or otherwise the following:-

(a)That a professional and independent risk assessorbe appointed to carry out a full reviewof all Councils current insured assets, as well those soon to be acquiredand that they be given authority to update or prepare new ones as required. That all current and any new risk assessments been transferred to the Zurich Ltd Local Councils Advisory Servicetemplates, as part of this review process. With the fee for this work been covered from within the under spend in the insurance premium provision in the 2017/18 Administration budget.

(b)To consider and accept or otherwise the proposed settlement claim arising from September 2016 flash floods which affected a large part of the Councils Parish Rooms property.
The Vice Chairman Councillor V Cocker will brief Councillors on this matter, prior to any discussion or decision, since she has been dealing with Mr James Moulson of Vericlaim UK Ltd, who have been appointed by Zurich Municipal Ltd to act as their Loss Adjuster”
