ONTONAGON VILLAGE COUNCIL MEETING

HELD AT 6:00 PM ON MONDAY, DECEMBER 12, 2016

AT 315 QUARTZ STREET, ONTONAGON

PRESENT:President Waldrop; Trustees: E. Marks, J. Hamm, T. Smydra, M. Mogan, B. Seid, D. Chastan and Manager, J. Erickson

ABSENT: None

CALL TO ORDER:

AT 6:00 pm the meeting was called to order and the Pledge of Allegiance was led by President Waldrop.

AGENDA:

A motion was made byMarks, second byHamm, (CARRIED) to approve the agenda.

CONSENTAGENDA:

A motion was made byMogan, second by Seid, (CARRIED) to approve theVillage Council minutes of November 28, 2016.

APPROVE THE CURRENT BILLS:

A motion was made by Hamm, second byChastan,(CARRIED) to approve payment of the current bills forDecember2016in the amount of $123,557.08.

Included in the above total is:

Current Bills - $42,414.44

Blue Cross Retiree – 707.68

MANAGERS REPORT:

  1. Lansing – the Governor’s Infrastructure Commission release its report last week. The report identified the State needs to increase investment in infrastructure by $4 billion per year for 20 years, this include roads, bridges, culverts, water, sewer, storm drains, energy production, transmission, communications, high-speed internet, rail, shipping and port facilities. What are we likely to see from this report, 1) another State Bond proposal for infrastructure loans (like the Clean Michigan Initiative 1998) 2) an asset management grant program for water system (like the SAW grant), 3) incentives for coordinated projects, and 4) a push for regionalization or multi jurisdiction utilities.
  1. Recreation Authorities – the Governor recently signed legislation that expands the use of recreation authorities to include school districts. Previous legislation allowed authorities to be joint ventures for local government facilities such as parks, campgrounds or ice arenas. The new legislation allows joint ventures with schools to provide community recreation facilities. The push for this legislation came from Big Rapids to fund a community swimming pool with the school district. The new rec plan should include Recreation Authorities as a funding option.
  1. Winter Parking - Reminder, the winter parking ordinance is being enforced. The notice was published last week in the newspaper. No parking on Village streets or right-of-ways between 2:30 and 6:00 a.m. A few vehicles have been tagged with warnings. Future infractions will lead to tickets and/or having the vehicle towed at the owner’s expense.
  1. Water Telemetry Bids - The bids have been received and are being reviewed. I asked for a lump sum price from one of the bidders. Both bidders provided for a option of a preliminary engineering study to provide a more detailed review of our systems and a more cost effective approach to implementation. One provided a lump sum bid for this work, so I asked the other bidder to provide me a price by Wednesday. A recommendation will be presented at the next meeting.
  1. Building Committee – I received preliminary cost options for the River Street Garage roof. I like to meet and review the options proposed.
  1. Reports – December is a busy time of year for reports. The office has been working on year end reports for Treasury, MDOT, MDNR, MDEQ etc. etc.
  1. Follow up - Land Bank and Brownfield forum at the Community Action building was well attended. Amy and Julie, from MEDC and Jen from MDEQ were impress and encouraged by the turn out of County, Village and Township reps. Thank you to everyone that attended.

A motion was made by Marks, second by Seid, (CARRIED) to accept and place on file the Manager’s Report.

NEW BUSINESS:

  1. CANCEL DECEMBER 26, 2016 VILLAGE COUNCIL MEETING

Due to December26, 2016 being a holiday – the Village Council meeting will be cancelled.

.A motion was made byMarks, second byHamm, (CARRIED)to cancel the December 26, 2016 Village Council Meeting due to the Christmas holiday.

  1. PERFORMANCE RESOLUTION FOR GEVERNMENT AGENCIES

This resolution authorizes the Village Manager and Jerry Roehm, DPW Supervisor to apply for MDOT permits to work within the State Trunk-line right-of-ways.

A motion was made by Hamm, second bySmydra, (CARRIED) to authorize the Performance Resolution for Governmental Agencies.

  1. DDA APPOINTMENT

Alan Ralph has applied to the DDA as an at-large position that is available.

A motion was made by Smydra, second byMogan, (CARRIED) to approve Alan Ralph to the at-large position on the DDA.

  1. OFFICE CARPET RFP

Due to the recent water damage in the office the carpet will need to be replaced.

A motion was made byMarks, second bySeid, (CARRIED) to approve the RFP requests to replace the carpet in the Village office and tile for the entrance.

OTHER COUNCIL BUSINESS:

Councilman Mogan asked about the White Pine Electric ready to serve on raw water service. The manager will check into the status.

Councilman Chastan informed the council the Village Housing will be sending a letter to the Village Council members to ask to meet about the deed to the Village Housing property.

Dean Utecht read a memo representing the Republican Party to ask the council for support for JJ’s Tackle shack to purchase the Marina property for business expansion. Councilman Mogan stated we would have to check if MDOT has any restriction on the property.
