First Quarterly report on 30th April 2012:
Updating Campaign Details: This time we more focusing to Permit system regulationsto hunters because Ministry of Nature and Tourism decided zero quota to Dornod province in this year which mean is no household hunting permit regularly to hunters. Last year, local partners and province government had decide quota was very high to locals when upgraded hunting orders from Mongolian government that situation was big impact how to measure behavior on hunters. Basically, campaign was concern to become aware of knowledge shifting to attitude in last time and then overall to connecting Interpersonal communication stage which mean locals talking more regulations in sites.
This year my plan to focusing Interpersonal Communication to Behavior Change stage because when people more talk for zero quota around Dornod place between hunters to must follow no hunt, right now every hunting and catch fish are illegal in the Dornod province so we need concern to engaging partners and staff for distributing MNET news to locals. So, end of the September we can measure number of illegal hunt and violations compare with patrols from rangers and given informations from Soum volunteer rangers’ number of time etc.
Right now, campaign process is following timeline in March and April. During the 2 months we had to doing some works and engaging local partners for training.

Activities:
Mass media:Beginning the March concern to permit system of advertisement on short broadcast local TV and we were editing MNET zero quota news in the broadcast too. That is important thing to locals because we not concern to sell permit just want to know regulations but this year no sell any household permits. Then WCS Intern was working with local DTV agency and local SGIA (State General Inspection Agency) who is Choibalsan town inspector Mr.Batkhuu was charging hunting law orders. That broadcast ready to local on TV then we have to waiting best time in July to December. Generally hunters no hunt in this time to wildlife because warm season coming and not fat then usually hunters are waiting on from July that is best time to hunt through when coming winter season. Example this screen says no quota to Dornod in this year to household hunt permit from MNET which mean is no hunt in your sites.
Print materials: We organized different Soums (district) Volunteer Rangers workshop on 17-18th April and to full focusing legislation based on biodiversity in the steppe reason. Then, we also thinking campaign plan in this year to focus what based on materials to printing more legal books and upgraded orders inside the book, brochures and then posters. Those materials to remaining hunting law 5 key things and the help to remembering all for different activities in Dornod. Generally, we had printed 300 copies for each when mentioned paper materials because those are need to In May between July activities during the campaign time.
Soum Volunteer Ranger workshop:This workshop one of the BROP activity to campaign and suggested by local EPTA and funding source from Rare and WCS Mongolia under the MOU. I will write another report to partners and WCS planning another meeting with them in August.
This workshop organized to Soum volunteer rangers who have to help distribute information to locals so mainly focusing legislation issues. Workshop was overall great we have to more engaging 4 different partners (Local State general Inspection Agency, Eastern Mongolia Protected Area Administration, Environmental Protection Tourism Agency and Eastern Mongolia Community Conservation Association) and their staff in this meeting all 38 participants then 28 rangers from 14 different soums. During the training time USAID Mongolia Director visited in Eastern Mongolia to meet with local partners and visiting at Khotont herder community in Tosonkhulstai Nature reserve Area.

“Today newspaper” journalist who is L.Ganchimeg joining with them to writing short article about this Soum Volunteer Ranger workshop in the Ecology page and also she was writing big article about “If no Gazelle no age grassland” for her perception and including local Partners staff interview (see on blog post).
Our objective is collect baseline data for how often they work with local hunters or general residents to give conservation and legal information so we collected already from them and to planning training with them in August again based on baseline data.
Next objective was charging upgraded orders for hunting law and other information to them during this meeting and when following volunteer ranger law. Because they will distribute information to locals then they should be to know correct understand.
Also those people need to collect some action survey in September so they are to know right regulations and closely to meet with locals. All participants to filled out pre and post tests and 7 people (# 4, 7, 8, 10, 18, 20, 23, 24) scores more high then 80%.
The workshop success is 20% overall based on the pre/post survey and some participants not coming on first day and only participating second day so which mean surveys based on their correct answers.
Basically all participants’ general knowledge of first question is Biodiversity both test high and after training upgraded 4% and for legislation on question number 9 is hunting permits to them. It is upgraded by MNET on last year so campaign focusing regulations one the this order and cost on pre test to all participants 54% and post 92% and upgraded by 38% in after training.
Next 3 months we will focusing IC section to locals talk more law regulations what is important zero permit to hunters. Example mass media, public events and school visits etc.
