The Meeting commenced at 7.00 pm with prayers.
At the outset of the meeting, The Chairperson, Councillor J. D’arcy welcomed Ms. Angela Dullaghan to the meeting and noted that Angela would be replacing Karen who is leaving to take up a post with Monaghan County Council. Together with a number of other Members, he wished her well in her career with Dundalk Town Council.

On the proposal of Councillor Noel Lennon and seconded by Councillor Jim Ryan the minutes of the Infrastructure MPC of the 25th of September 2007 were noted and the Joint Monthly Meeting dated 27th November 2007 were adopted.
666/07 Matters Arising
Councillor Seamus Keelan referred to minute no. 621/07 in relation to his question concerning water connection and water hydrants on the Mooreland Road. Catherine Duff, Town Engineer responded that works will be carried out early next year.
Councillor Jim Ryan queried when the works will be carried out in St. Nicholas Avenue. Catherine Duff responded that it would be the second quarter of 2008 at the earliest.

668/07 Regeneration Report
The report was noted by the members. Councillor Bellew queried whether any response had been received from the Minister for the Environment, Heritage & Local Government. Mr Frank Pentony replied that no response was received.
669/07 Section 183 – Disposal of Affordable Houses acquired in accordance with Part V of the Planning & Development Act 2000 – 2002.
Mr Dave Storey advised the members that the properties being sold were located in Coulter Place on the Armagh Road and also the Blackrock Road. A general discussion followed with contribution from Councillors Jim Ryan and Jim D’Arcy relating to sale price, whether a likely €150K to €170 K price bracket would be available in the future for affordable homes.
On the proposal of Councillor Seamus Keelan and seconded by Councillor Mark Dearey, the members agreed to the disposal as presented in the Section 183 notice.
670/07 Section 183 – Disposal of 50 no. units of accommodation to Cluid Housing Association
On the proposal of Councillor Seamus Keelan and seconded by Councillor Mark Dearey, it was also agreed that the members be notified by Dundalk Town Council of allocation of tenancies by Voluntary Housing Associations. It was formally proposed by Councillor Seamus Keelan and seconded by Councillor Jim Ryan that arrangements be made for the Voluntary Housing Association to converse with the Minister of the Environment, Heritage & Local Government to seek an amendment to legislation to allow for tenants of Voluntary Housing Schemes to purchase their houses.

673/07 Nomination to Local Development Company (1 no)
The Chairman advised the members that he had discussed the matter of Dundalk Town Council’s representation on the Company with Michael Curran, Director of Services, Louth County Council and there is general acceptance that the Dundalk member will serve the first two and a half years.
On the proposal of Councillor Mark Dearey and seconded by Councillor Ian Dooley, the members nominated Councillor Eamonn O’Boyle to the Local Development Company.

The members agreed to defer this item until 2008.
675/07 Dundalk Swimming Pool & Leisure Centre
Mr Frank Pentony advised the members on proposals in this area.

Mr Pentony advised the members to contact the Town Clerks office for further information. Councillor Grehan cautioned the members on the Good Samaritan Clause aspect to the scheme.

Mr Pentony advised the members that the formal re-opening of the St. Leonard’s Gardens will take place on Thursday 20th December 2007.
