1.Authority:TheTournamentDirectorhasthefinaldecisionrelatingtotheinterpretationofthe
TournamentRulesandis notopenforappeal.
2.TeamEligibility:Theteammustbecompromisedofproperlyregisteredandrosteredplayersasdefinedbythe rulesofUSYSAandUYSA.
TheteammustbeingoodstandingwithUYSAortheirrespectivestateUSYSAsocceraffiliate. OUT-OF-STATEteamsmustprovidetheappropriatetravelpaperstotheTournamentDirector
ONEWEEKpriortothefirstgame.
No OUT-OF-STATE team shall play without proper travel authorization to include rosters,
laminated player passes, and signed medical releases.
3. JAMBOREE:At the tournament committee’s discretion, a Jamboree may be held during the tournament. Withthe Jamboree format, there are no winners or losers; therefore, points will not be awarded for game wins or ties. All participants will receive a participation award. These awards will bepresented at Tournament Headquarters after each team’s final game. All of the regular
tournament rules apply to the Jamboree, with the exception of scoring and awards.
4. Team Rostering:U7 (4 v 4 no goalie) Jamboree teams may have a maximum of 8 players.
U8 (6 v 6 includes goalie) Jamboree teams may have a maximum of 10 players.
U9–U10 (7 v 7 includes goalie) teamsmayhaveamaximumof12players.
U11–U12 (9 v 9 includes goalie)teamsmayhaveamaximumof15 players.
U13–U15 (11 v 11 includes goalie)teamsmayhaveamaximumof18players.
U16–U19(11 v 11 includes goalie) teamsmayhaveamaximumof22players,butonly18playersareeligibletoshow-up andplayatanyonegame.
Rostersaresetatteamcheck‐inandNOamendmentstotherosterwillbeallowedaftera
teamhaschecked‐in.
Players can only register with ONE team in the tournament, NO DUAL ROSTERING.
No team travel/tournament roster, NO PLAY, NO EXCEPTIONS.
5.GuestPlayers:U7 & U8 Jamboree teams may have a maximum ofTHREE guest players on their roster and throughout the entire tournament.
U9U10teamsmayhavea maximumofTHREEguestplayersontheirrosterand throughouttheentiretournament.
U11 & U12 teamsmayhavea maximumofFOURguestplayersontheirrosterand throughouttheentiretournament.
U13throughU19mayhaveamaximumofFIVEguestplayersontheirrosterandthroughout theentiretournament.
AllGUEST PLAYERSmustbeassignedtotheteam travel/tournament roster(see5below),havesignedUYSA Participant Registration Forms (Medical Release/Waiver),andsignedguest playerform(UYSA Specialty PlayerActionForm).
6.PlayerEligibility:Aplayer’seligibilitywillbedeterminedpriortoeachgamebytheteam’sofficial certifiedplayerroster forthecurrentseasonalyear.Anyteamplayingwithanillegalornon‐rosteredplayer will forfeitthegame(s).Certifiedtravel/tournamentrostersmustbepresentedtotherefereesatthe startofeachgame.
7.Equipment:Allplayersmustwearprotectiveshinguards.Nojewelrymaybeworn.Casts,splintsandknee bracesareallowedprovidedtheyare(intheopinionofthereferee)adequatelycoveredand paddedsoastoeliminatethepossibilityofcausinginjurytootherplayers.
8.NumberofGames:Eachteamwillplaya minimumof3games.
9. PLAYING RULES:
9.1StartTimes:Allgames will begin on time.Team travel/tournament rosters must be to referees by game start time or game will be forfeited. Also, a forfeitwillbedeclaredifa teamcannotfielda minimum of THREE players for U7, FOUR players for U8, FIVE players for U9 & U10, SIX players for U11 & 12, orSEVENplayers for U13 through U19, at the game start time listed on the tournament schedule.Teamsareexpectedtobeatthefield sideline15minutesearlytofacilitatecheck‐in.
9.2Duration

U7 Jamboree4 - 10 min. quarters with a 2 min. break between quarters and a 5 min. halftime

Preliminaryroundgamesmayendina tie.InSemiandFinalgames,ifthegameisstilltiedat theendofregulationplay,twoequal5‐minuteperiodsshallbeplayed.Ifthegameisstilltied attheendofovertimeplay,FIFAkicksshallbetakenfromthepenaltymarktobreakthetie (AlsoseeDangerousConditionsrule8.9).
9.3HomeTeam:Thehometeamislistedfirstonthescheduleandshallchangejerseysiftherefereedecides thereisa colorconflict,andshallsupplythegameballs.
9.4Substitutions:Freesubstitutionisallowedinallagegroups.However,teamsmaysubstituteonlywiththe referee’spermissionandonlyatthefollowingtimes:
1. Priortoathrowinbytheteamwithpossession.
2. Priortoagoalkickbyeitherteam.
3. Aftera goalbyeitherteam.
4. Afteraninjurytoeitherteam,whentherefereestopsplay(oneforone).
5. Duringhalf‐time.
6. Priortothestartofeitherovertimeperiod but after the second overtime period and prior to a shootout no substitutions will be allowed.
7. Foraplayerreceivingayellowcardatthetimeofcaution.
9.5Spectator
Conduct:
Itis theresponsibilityofeachteamtomaintainproperteamandspectatorconduct.Thecoach isresponsibleforallspectatorsfromtheirrespectiveteams.Coaches can be ejected from the game due tounrulyspectators.Unrulyspectatorswillbeaskedto leavethepremises.Failuretocomplymayresultin aforfeitureofthegame.Unrulyconduct, includingbutnotlimitedto,negativecommentstowardgameofficials,players,coaches,and/or otherspectatorswillnotbetolerated.Atnotimeshallfoulorabusivelanguagebepermitted. Anyoneejectedfroma gamewillautomaticallybesuspendedfromthenextgameandupon reviewoftheTournamentDirectormaybesuspendedfortheremainderofthetournament. SpectatorswillbeseatedinaccordancetothecurrentUYSASidelinePolicy.
9.6Coaching:Onlycoaches/teamadministratorsrosteredforthesameteamofregistrationforthecurrent seasonalyearmaybeontheteambench.Coachingwillonlyoccurwithinthespecified technicalarea.Coachingfromoutsidethetechnicalareaand/orfromthesidelinesisnot permitted.
9.7Scoring:Preliminaryroundgameswillbescoredasfollows: Win3points

Forfeit 3points(Score1‐0) ~ The team that forfeits will receive 0 points.
9.8Tiebreakers:Preliminaryroundscoringtieswillbebrokenasfollows:
1. Thewinnerofhead‐to‐headcompetition.
2. Goaldifferential(goalsscoredminusgoalsallowedtoamaximumdifferentialof4per game).
3. Leastgoalsallowed.
4. Mostgoalsscored(toamaximumof4 pergame).
5. Shut‐outwins(notcountingforfeits).
6. Leastamountofredcards.
7. Leastamountofyellowcards.
8. Ifteamsarestilltiedtothispointthewinnerwillbedeterminedbyacointoss.
9.9Dangerous
Conditions:
Incaseofdangerousweatherorfieldconditionsthefollowinggamedurationsmayoccur:
1. Beshortened.
2. Becancelled.
3. Berescheduled.
4. GotoFIFAkicksfromthepenaltymark.
IfFIFAkicksaretakeninlieuofapreliminaryroundgame,amaximumof5kickswillbetaken perteam.At theendofthe5kicksthegamewillbe scoredas1‐0fortheteamhavingscored themostpenaltykicks,ora0‐0tieif bothteamsaretiedafter5 kickseach.
Intheeventofexcessiveheatandatthediscretionofthereferee,waterbreaksmaybe grantedatanytimeduringagame.
10.Registration
andCheck‐In:
Ateamrepresentativeis requiredtopresentthefollowinginformationatcheck‐in:
- ONE(1)OfficialUYSARoster (does not need registrar signature). This roster will be
stamped and kept by the tournament committee.
- SIX(6)UYSA/AffinityTravel/Tournament Rosters(must show ALL coaches/assistant
coaches and players photos who will be coaching/playing in the tournament.
NOPICTURE/NO PLAY). Black & white copies are acceptable. All GUEST PLAYERS
mustshow on this roster.
- SignedUYSA Specialty PlayerActionFormforeachguest player. MUST be filled out
completely with ALL signatures (player, parent, and current team coach).
- ALLtravelpapersforOUT-OF-STATEteams.
CHECK-IN will be held at Tournament Headquarters on the Monday evening (6:00-9:00 PM) prior to the tournament start date for local area teams. Teams outside of the local area traveling long distance may check-in no later than two hours prior to the first game time
at Tournament Headquarters.
Once CHECK-IN is complete, rosters are FINAL.
Signedmedicalrelease/waiver formsforplayers are not required at check in. All coaches should have the signed UYSA Participant Registration Forms (Medical Release/Waiver) at all games for all players participating in the tournament in case of an emergency.
11.Awards:Individualawardswillbepresentedtothe1stand2ndplaceteamsinalldivisions.
AwardswillbehandedoutimmediatelyfollowingthechampionshipgamesatEllisonPark.
12.Protests:NoProtestswillbetolerated.Thereferee’sdecisionisFINAL!
13.Refunds:Therewillbenorefundsorreimbursementsoftournamentfeesforcancellationorforfeiture ofgames.
