Knowsley MBC Licensing Service.

Initial Guidance Notes:

1.  APPLICANTS MUST COMPLETE ALL REQUESTED ITEMS BELOW LEGIBLY IN BLOCK CAPITALS- INCOMPLETE REQUESTS WILL BE REJECTED;

2.  PERSONS INTENDING TO WORK WHOLLY OR MAINLY REMOTELY FROM THE KNOWSLEY MBC “PRESCRIBED DISTANCE” SHOULD APPLY TO THE “REMOTELY LOCATED” AUTHORITY IN WHOSE AREA THEY INTEND TO WORK;

3.  WHEN ATTENDING ANY APPOINTMENT MADE YOU MUST PRODUCE ALL REQUIRED IDENTITY DOCUMENTS TO ALLOW THE COUNCIL TO UNDERTAKE DBS AND DVLA CHECKS AND ALSO TO PROVE YOUR ENTITLEMENT TO WORK IN THE UNITED KINGDOM.

4.  APPOINTMENTS WILL ONLY BE ON A TUESDAY, WEDNESDAY OR THURSDAY, BETWEEN THE HOURS OF 0900-1320. ANY APPLICANT NOT ATTENDING OR WHO ATTENDS LATE WILL HAVE TO REQUEST A NEW APPOINTMENT AND WILL NOT BE SEEN OUTSIDE OF THE ALLOTTED APPOINTMENT. ONLY IF YOU HAVE NOT RECEIVED AN APPOINTMENT WITHIN FOUR WEEKS SHOULD YOU RE-CONTACT THE LICENSING SERVICE TO ENQUIRE.

Expected standards for applicants:

All applicants are expected to be able to:

1.  Be the holder of an EEC/ EEA or DVLA licence for at least 12 months AND to be currently the holder of a DVLA licence in the correct current address;

2.  Complete legibly all required application paperwork and DBS/ DVLA Application forms honestly, truthfully and in full- Any omitted or false details provided may themselves provide enough reason to refuse a licence ;

3.  Pay for the Council to undertake a DVLA records check to confirm their licence status at a cost of £5;

4.  To provide a full unbroken 5 year address history so as to allow a Full Enhanced Disclosure and Barring Service (DBS) Certificate to be produced;

5.  To provide all DBS-required original documents to allow a DBS Enhanced Certificate application to be made at a cost of £44;

6.  To be able to undertake and pass a Level 2 VRQ or NVQ in “Transporting Passengers by Taxi and Private Hire”;

7.  Once the DBS Certificate has been produced to the Council (as satisfactory) to then undertake and pass a Driver Essential Skills Session (held monthly as required);

8.  If an applicant has matters which require a Chairperson’s Hearing then an ESA can only be booked after such a hearing has agreed the applicant may proceed to be licensed;

9.  Be able to pass as “fit” a Group II Medical standard examination;

10. Attend the Huyton One Stop Shop at the end of the above process together with their DVLA licence and remaining fee to obtain and collect their hire and reward licence.

Applicants are highly recommended to study the guidance attached to the application pack which will accompany your appointment email, especially concerning criminal and motoring matters to determine if anything relating to your application breaches any of the Council Policies currently in force.

If an applicant does breach any such policies it is for the applicant to successfully prove they are fit for the grant of a licence with further evidence.

If the Council is, at the end of this process still unsure then by law it must, by Notice, refuse to grant a licence, giving grounds for refusal and detailing any statutory right to make an appeal to the courts.
