A MEETING OF THE BOARD OF PUBLIC WORKS & SAFETY OF THE CIVIL CITY OF NEW ALBANY, INDIANA, WAS HELD IN THE THIRD FLOOR ASSEMBLY ROOM AT THE CITY/COUNTY BUILDING ON TUESDAY, JANUARY 27, 2015 AT 10:00 A.M.

PRESENT: Mickey Thompson, member, Cheryl Cotner, member and Warren V. Nash, president.

OTHERS PRESENT: Linda Moeller, Mike Hall, Chris Gardner, Police Chief Bailey, Larry Summers, Deputy Fire Chief Gadd, Fire Marshal Koehler, Stan Robison, Tonya Fischer, Jessica Campbell, Shirley Baird and Vicki Glotzbach.

CALL TO ORDER

Mr. Nash called the meeting to order at 10:00 a.m.

PLEDGE OF ALLEGIANCE:

NEW BUSINESS:

1.  Bill Janes with Signs Now re: Installation of sign at 318 Pearl Street

Mr. Janes stated that he wants to hang a sign at 318 Pearl Street for McNeely and Stephenson Law Office and requested the board’s approval.

Mr. Nash asked if he has been to the building commissioner.

Mr. Janes replied yes.

Mr. Thompson stated that he took a copy of his permit to the building commissioner to review and he was okay with the installation but there was a question because that is in the Historic District. He then asked if he has been to the Historic Preservation for approval on the actual design.

Mr. Janes replied that he has his certificate from them with him.

Mr. Nash asked if he could see a copy of the sign.

Mr. Janes showed him the copy.

Mr. Thompson moved to approve, Ms. Cotner second, motion carries.

2.  Amanda Noorani with BPW of New Albany re: Permission to use Amphitheater and Greenway for 5k on September 12, 2015

Ms. Noorani passed out a map for the board to review. She said that they start at the amphitheater and go under Sherman Minton Bridge then turn around at W. 10th Street and continue straight on the Greenway and go under the K&I Bridge to the roundabout at E. 18th Street and then back to amphitheater. She said that the last couple of years they have had three road blockades for safety purposes.

Mr. Nash asked if this is a fundraiser.

Ms. Noorani replied yes and stated that they raise money for scholarships for education.

Mr. Thompson asked if they use the amphitheater.

Ms. Noorani replied yes and stated that they use it for registration and giving out prizes.

Mr. Nash asked if they will want the restrooms opened.

Ms. Noorani replied yes.

Mr. Nash asked Mr. Gardner if the amphitheater is available on that date.

Mr. Gardner replied yes and stated that he just needs to know the time they will start and the time they will be finished.

Ms. Noorani stated that they will be there at 7:00 a.m. to set up and the race will start at 9:00 a.m. and should be done by 12:30 p.m.

Police Chief Bailey stated that he thinks they have handled this event in the past with his officers and will do so again this year.

Ms. Cotner moved to approve, Mr. Thompson second, motion carries.

3.  INAWC re: Street cut permit at 2753 Edgewood

Mr. Thompson said that the work has been done.

Mr. Thompson moved to approve, Ms. Cotner second, motion carries.

COMMUNICATIONS – PUBLIC:

Mrs. Baird stated that she has received several complaints regarding trash on city streets and was wondering if we could reach out to private organizations. She said that she knows that neighborhood associations used to do street cleanups but she doesn’t know if they still do. She stated that she would welcome any ideas that anyone has.

Ms. Cotner stated that they have a volunteer organization and she can see if that could be a project for them.

Mr. Nash asked Ms. Fischer if that falls in her jurisdiction.

Ms. Fischer replied that it does.

Mrs. Baird stated that she knows that some churches and schools do these types of things and that students need community service hours to graduate so maybe we could reach out to them.

Mr. Thompson stated that the street sweepers start back up in April so that may help.

Mr. Nash asked Ms. Fischer to check with community corrections to see if that could be an option.

Ms. Fischer stated that she would check into that and would like to meet with Mrs. Baird to discuss other ideas.

COMMUNICATIONS - CITY OFFICIALS:

Mrs. Glotzbach stated that she received an email from Heather McClure regarding the street signs at Oak Street and Vincennes Street that were either stolen or had fallen down and wanted to see if they could be replaced.

Mr. Thompson stated that he received an email from her as well and there were some signs that were ordered that they just got in and he would check into installing a new pole as well. He said that he would contact her and let her know where we are on the process.

Mrs. Moeller presented the bank reconciliation for December 2014 and requested that it be entered into the minutes.

Mr. Thompson moved to enter the December 2014 bank reconciliation into the minutes, Ms. Cotner second, motion carries.

Mr. Nash asked Ms. Meredith if she has any updates on Silver Street Park and the pool.

Ms. Meredith replied that everything is on schedule with the pool and Silver Street Park is moving along very well.

Mr. Nash asked Mr. Thompson about striping on the city streets.

Mr. Thompson stated that striping is part of the paving contract and he has a list of places to start if the weather permits.

Mr. Nash asked if he would make sure that Graybrook Lane and Country Club Drive are on there.

Mr. Thompson stated that they are.

APPOINTMENTS:

Plan Commission

Mr. Nash stated that the board has an appointment on the plan commission and Mr. Josh Staten has submitted a resume. He also stated that Mr. Don Gibbons has been a member for many years and he wanted to thank him for his service to the city.

Ms. Cotner moved to approve Mr. Josh Staten as the board of works appointment to the plan commission, Mr. Thompson second, motion carries.

Ms. Cotner moved to approve the January 20, 2015 Regular Meeting Minutes, Mr. Thompson second, motion carries.
