The Adult Protective & Community Worker (APCW)is tasked with ensuringReportedAdults (RAs) are aware of and receive protective services when needed. There are specific responsibilities that should be emphasized for successful, effective deliverance of protective services.

  • APCWs who are contacted by the Central Registry Unit (CRU) regarding abuse, neglect and exploitation (ANE) reports shall be receptive to information in a professional manner. Any questions or problems about the report should be addressed through their Adult Protective & Community Supervisor (APCS)and/or theirRegional Manager (RM).
  • APCWs shall protect the rights of and serve as an advocate for the RA.
  • APCWs shall investigate all aspects of a reported situation, not just allegations listed on a report. APCWs shall complete all appropriate assessments which may uncover other issues. In every investigation, the RA shall be involved in any plan regarding his/her care.
  • APCWs shall confer with fellow workers, their APCS and other professionals as needed. No one is expected to have all the answers as to what the best investigative and protective service plan might be. General discussion without breaking confidentiality is often necessary regardless of tenure in the field.
  • APCWs are responsible for addressing any social needs of an RA during a criminal or administrative investigation performed by the Special Investigations Unit (SIU).
  • APCWs are responsible for obtaining knowledge regarding appropriate legal interventions available to RAs.

NOTE: No one is obligated to investigate a dangerous situation without local law enforcement or back-up.

  • APCWs shall continuously update their knowledge of community resources and availability while building a community network. Establishing a working relationship with community professionals shall be especially important in zip code coverage areas falling outside the APCWs base area, but to which the APCW may be assigned.
  • APCWs shall represent the Division of Senior and Disability Services (DSDS) within the community (such as with hospital staff, police, etc.) in a professional manner which is reflective of our commitment to citizens of Missouri.
  • APCWs shall be responsible for understanding all Case Compass updates and/or Home and Community Based Services (HCBS) Web Tool Updates as required.
  • APCWs shall be responsible for understanding/administering state and local policies regarding protective services. Questions regarding policy should be discussed with the APCS.
