NOTICE OF RACE
1.RULES
1.1The regatta will be governed by the Racing Rules of Sailing for 20013-2016, the prescriptions of US SAILING, the ISSA Procedural Rules, this Notice of Race, and the Sailing Instructions. However,
A.the US Sailing prescriptions to rules 60, 63.2, and 63.4 will not be in effect; and
B.under rule 70.5(a), the right of appeal is denied
2.ELIGIBILITY
2.1A responsible adult leader must accompany teams at all times
2.2Teams shall be comprised of 4 sailors who are full time students in the 8th grade or higher. Multiple teams per school are allowed. Conglomerate teams made up of sailors from multiple schools are allowed provided those teams are unable to make a team of 4 sailors.
2.3Teams shall be seeded into Gold and Silver Divisions based on results from 3/15 Regional Regattas. The top 7 schools from each regional event qualify. If teams bring additional FJ’s more teams will be invited. If space is available, teams who did not compete at regional events will be invited.
2.4Each competitor must have a signed medical waiver and boat use agreement.
3.ENTRY AND COMMUNICATIONS
3.1Eligible schools shall email Alex Jones () their intent to participate and total number of sailors attending no later than 3/18/2014. Also, please indicate if you will need housing for Saturday night.
3.2Teams unable to compete shall notify the Regatta Chair as soon as possible.
3.3No entry fee. Sailors will need to supply their own lunches and snacks both days.
3.4A limited amount of housing may be available through area families. Please contact regatta chair ASAP if your team would like housing.
4.BOATS
4.1Races will be sailed in FJs.
4.2Teams should plan on bringing additional FJs if possible.

Any changes to the schedule will be posted on the Official Notice Board.
6.RACING AREA
6.1The racing area will be on the waters of Lake Washington.
6.2Rotations will occur on Sand Point pier.
7.COURSES
7.1Based on conditions, the Race Committee will determine the courses.
8.SCORING
8.1The regatta will be scored in accordance with ISSA Procedural Rules.
9.FORMAT
9.1The format will consist of two races in Gold Division, followed by boat rotation, and two races in Silver Division.
9.2 Each division will be scored separately.
9.3Division seeding is based on the results from the 3/15 Regional Regatta.
10.TRAVEL

11.COACHING
11.1Team leaders, chaperones, coaches, parents, advisors and other support personnel shall not go afloat, in the sailing area from the start of racing Saturday to the end of racingSunday UNLESS an exception has been explicitly permitted by the regatta chair or PRO (with the exception of floating docks)
11.2Competitors may receive coaching including instructions, assistance, equipment or sustenance only while on the designated rotation float or on shore.
12.OFFICIAL NOTICE FOR ALL PARTICIPANTS
12.1No contestant shall use, either on or off the water, alcoholic beverages (beer, wine, distilled spirits), or use any controlled substance (marijuana, cocaine, etc.), the possession of which is unlawful. An alleged breach of this rule and/or other disciplinary matters that occur may be the basis for a hearing under rule 69.1. The protest committee for such a hearing will be the Regatta Chairperson, a member of the NWISA Board of Directors and the chairperson of the protest committee.

WAIVER OF LIABILITY AGREEMENT
I recognize sailing can be a hazardous sport that can result in serious injury or death. I accept the risks inherent in sailing and its environment. Since I may be signing on behalf of a minor, I recognize that I may not release any claims the minor may have. However, I accept full responsibility for all medical expenses and claims incurred as a result of participation in the Sand Point Team Race. I also agree to release, hold harmless and indemnify Sail Sand Point, the City of Seattle, their advisory councils, officers, members, agents, employees, and insurers for any claims brought by the minor for any injury or damage resulting from any cause, including negligence, which arise out of participation in these programs. This release is binding as to any other persons, including family members, heirs, and executors. This release does not apply to gross negligence or intentional acts. I also authorize the program organizers or their employees to sanction emergency treatment if none of the above named contacts can be reached at the time of an emergency.
BOAT USE AGREEMENT
In consideration of the agreement of Sail Sand Point, to offer use of boats to me, I agree to release, indemnify and hold harmless Sail Sand Point, the City of Seattle, their advisory council, officers, members, agents, employees and insurers in the event of any accident, damage or injury resulting from my use of said boats. I further agree that I am solely responsible for any expenses incurred due to damage, loss of property or personal injury suffered by Sail Sand Point, members of my party or any third parties, resulting from my use of these boats. I am aware of and familiar with the risks and dangers involved in boating, I am familiar with the type of boat that I am being loaned, its use and operation. I am a capable swimmer; and I will inspect the boat before departure and will not depart unless I am certain of its soundness and good condition. If there is a maintenance problem, I will report it to a regatta official. I agree that no alcohol is to be brought aboard and I will wear a life jacket at all times while on a boat or float.
