SECTION 1 GENERAL

1.1  DOCUMENT SUMMARY

A.  This document specifies the minimum criteria for the design and performance of the OE-C7163 Network Video Camera.

1.2  STANDARDS

A.  The Network Video Camera meets or exceeds the following requirements of the following publications and organizations.

1.  Open Network Video Interface Forum (ONVIF)

2.  International Organization for Standardization (ISO 9001:2008)

3.  Restriction of Hazardous Substances (RoHS)

4.  Joint Photographic Experts Group (JPEG)

5.  Moving Picture Experts Group (MPEG) (H.264/MPEG-4 Part 10 AVC)

6.  National Television System Committee (NTSC)

1.3  SYSTEM DESCRIPTION

A.  The Network Video Camera shall offer the latest in digital capture technology, product reliability, security, ease of use, and customer support structure.

B.  The Network Video Camera shall be an indoor/outdoor camera with an IP66 rated housing to protect against weather conditions. The Network Video Camera shall have an integrated heater for extreme temperatures as low as -31°F (-35°C). The Network Video Camera shall come equipped with an IR Cut Filter for day and night video.

C.  The Network Video Camera shall include a bottom and side opening for connection to NPT 3/4" conduit.

1.4  OPERATING SPECIFICATIONS

A.  Environmental Conditions: the Network Video Camera shall be designed to operate under the following environmental specifications:

1.  Operating Temperature: -31°F to 122°F (-35°C to 50°C).

B.  Power Requirements: Components shall have the following electrical specifications:

1.  Power Requirement: 24vAC (required for heater) or 12vDC/PoE

2.  Max power: 12W (C7163), 15W (C7163-A), 15W (C7163-R), 18W (C7163-AR)

3.  Rated Amperage: 0.5A (C7163), 0.63A (C7163-A), 0.63A (C7163-R), 0.75A (C7163-AR)

C.  Camera Dimensions (H x W): 5.9” x 5.1” (151 mm x 130 mm)

D.  Weight: 1.7 lb (0.77 kg)

1.5  WARRANTY & CUSTOMER SERVICE

A.  The Network Video Camera shall come with a minimum 3 year manufacturer’s warranty with the 1st year including advance replacement service.

B.  The digital recorder shall come with a heroic customer service support structure, including a 1-888 number for technical service, pre and post sales assistance, and full access to online technical support as well as online sales support.

C.  Technical support shall be available for 24 hours per day 7 days per week to all integrators and dealers free of charge.

SECTION 2 PRODUCT INFORMATION

2.1  OPERATIONAL REQUIREMENTS

A.  NETWORK VIDEO CAMERA – The network video camera shall include, as a minimum, the following features/functions/specifications. The network video camera shall:

1.  Have an ingress protection (IP) rating equivalent to IP66 against the ingress of dust and moisture.

2.  Include digital wide dynamic range (D-WDR) function balancing situations with dark lighting conditions in some areas.

3.  Operate with a minimum illumination of 0.2 lux (color) and 0.02 lux (black and white) when measured at 30 IRE and 0.5 lux (color) and 0.1 lux (black and white) when measured at 50IRE with the (optional) IR LEDs disabled. When the IR LEDs are engaged, the camera is able to operate in 0 lux visible light.

4.  Include 24 LEDs (850nm) for IR models.

5.  Include a mechanical IR cut filter that is removed during low light conditions to improve low light imaging. This shall be referred to as a True Day/Night function.

6.  Include a vari-focal lens with a length from 3mm to 9mm. (Optional motorized lens)

7.  Have a field of view from 96.68° at the widest view to 22.56° at the narrowest view.

8.  Have fixed Iris that is not adjustable through the camera’s web interface on vari-focal models.

9.  Have a P-Iris function build into motorized autofocus models that adjusts the iris automatically for the greatest depth of field.

10.  Have a white balance function that is adjustable through the camera’s web interface.

11.  Have a white balance range of at least 2700K to 8000K.

12.  Have an auto gain control function that is adjustable through the camera’s web interface.

13.  Include 1 service monitor jack (BNC) for analog video output.

14.  Include 1 alarm inputs used for activating alarm events.

15.  Include 1 relay outputs that can be activated on alarm input and on motion detection.

16.  Include 1 audio input and 1 audio output.

B.  TRANSMISSION CAPABILITIES – The network video camera shall provide the following characteristics/features/functions. The network video camera capabilities shall:

1.  Be capable of encoding video for network transmission across a LAN or WAN.

2.  Be capable of compressing and transmitting video data using both MJPEG and H.264 compression methods.

3.  Be compliant with the ONVIF Profile S for Network Video Transmitters (NVT) and listed on the ONVIF website as a conformant product.

4.  Have user authentication for secure video transmission, and shall be capable of up to 20 user accounts.

5.  Be capable of providing up to four individually configured H.264 video streams, or three H.264 and one MJPEG video streams.

6.  Be capable of providing video in MJPEG and H.264 at resolutions as high as 2048 x 1536, or 3MP.

7.  Be capable of providing video at the following resolutions: 2048 x 1536, 1920 x 1080, 1280 x 1024, 1280 x 720, 720 x 480, 352 x 240.

8.  Provide 3MP video at a maximum rate of 15 Images per Second (IPS) when set to H.264 or MJPEG.

9.  Provide video at 30 Images per Second (IPS) for all other resolutions.

10.  Allow the user to set the Group of Pictures (GOP) rate for the H.264 streams to fine tune the video transmission.

11.  Allow the user to set the H.264 profile as H.264 Baseline profile, H.264 Main profile, or H.264 High profile to control how the camera encodes video.

12.  Include framerate control that allows the user to enter any rate from 0-30 (dependant on resolution).

13.  Include a video compression setting that allows the user to set the video compression bit rate.

14.  Include the ability to switch from Variable Bit Rate (VBR) mode to Constant Bit Rate (CBR) mode.

15.  Include a Motion Detection function.

a.  The Motion Detection function must allow for multiple separate motion detection areas.

b.  The Motion Detection function must allow for configurable sensitivity and motion detection event durations

c.  The Motion Detection function must have configurable actions that occur when motion is detected, including sending a notification email with a JPG attachment, triggering the alarm output on the camera, and recording the video stream for a pre-defined duration to an internal microSD card.

16.  Have the ability to sync with an NTP server.

SECTION 3 MODEL INFORMATION

3.1  LIST OF SUPPORTED MODELS

A.  The Network Video Camera shall be one of the following models or an approved equivalent:
