Planner:This is an exempt, full-time, classified position with full benefits; Range 40, Minimum Salary: $3,319. per month.

DEFINITION: Under general supervision of the Community Development Director, employees of this class shall perform planning duties associated with current and long range planning. The incumbent shall also be expected to exercise independent judgment, initiative, professional skill and knowledge in the day-to-day implementation of the zoning and subdivision codes to effect the orderly regulation and control of the City’s development and growth.

PHYSICAL REQUIREMENTS: This classification involves work of a sedentary nature for most of the workday. An incumbent may have occasional need to move an object weighing less than 50 pounds.

MINIMUM QUALIFICATIONS: The equivalent of a bachelor’s degree from an accredited college or university with a major in planning or a closely related field and one (1) year of professional planning experience (in a governmental agency preferred). Possess, or has the ability to obtain upon employment, a valid Arizona driver’s license. The possession of an AICP Certification is desired.

Planner

CLASSIFICATION: This is an exempt, full-time, classified position with full benefits.

ESSENTIAL FUNCTIONS: Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills and other characteristics. This list is ILLUSTRATIVE ONLY, and is not a comprehensive listing of all functions and tasks performed by incumbents of this classification.

TASKS:

Receives and reviews zoning and variance requests from applicants. Answers questions regarding requirements of the zoning and subdivision ordinances, and the procedures for requests to the Planning and Zoning Commission, Development Review Board, Board of Adjustment, and the City Council. Assists in the preparation of studies and reports on current planning, and changes in the zoning and subdivision codes. Researches and prepares staff background and recommendation reports for conditional use permits, annexation requests, zoning text amendments and rezoning requests, as assigned. Prepares agendas, attends Board, Commission, and Council meetings and presents and defends planning recommendations as needed. Initiates advertising for public hearings. Assists in the enforcement of the zoning and sign codes. Assists developers and general public in proposed development and zoning problems. Assists in collecting and analyzing data for future planning as assigned. Reviews site plans for compliance with ordinance requirements prior to issuance of building permits. Assists with site plan review of the Development Review Board as needed. Serves as planning liaison to specialized commissions, such as the Main Street Program, as assigned. Performs related duties as required.

KNOWLEDGE, SKILLS, AND OTHER CHARACTERISTICS

Working knowledge of the principles and practices of community planning and urban design.

Working knowledge of the principles and practices of zoning and zoning administration.

Working knowledge of economics, sociology and public finance as applied to community planning.

Ability to perform research, make independent investigations, and apply planning and zoning regulations to construction and variance requests.

Ability to evaluate statistical data and to present facts and conclusions clearly in written, oral, and graphic form.

Ability to establish and maintain effective working relationships with other employees, city/county officials, outside agencies and the general public.
