ARCHAEOLOGY OF WESSEX GALLERY

SALISBURY AND SOUTH WILTSHIRE MUSEUM

INTRODUCTION

Salisbury and South Wiltshire Museum is to create a new archaeology gallery which will transform the way the museum tells the story about the prehistory and early history of south Wiltshire. The total project budget is £2.4m which includes a grant of just under £1.8 million from the Heritage Lottery Fund (HLF). This represents the first phase in the implementation of a comprehensive masterplan.

As a result, we are inviting expressions of interest from a suitably qualified Building Services Engineer to work up Archaeology of Wessex gallery designs from RIBA stage D equivalent (Scheme Design & Planning; Detailed Proposals; Planning drawings) to RIBA Stage M (Final hand over of the project to client and monitoring of implementation).

PROJECT BACKGROUND

Salisbury Museum is based in the King’s House, a grade I listed building located opposite Salisbury Cathedral. The museum has been in this location for thirty years, and there is now a pressing need to improve the displays and visitor experience to secure the long term sustainability of the museum. It is our ambition to become a major focus to exploring the history of Stonehenge, Old Sarum and the City of Salisbury, and to be a destination that provides an exciting and dynamic learning experience.

With these issues in mind the museum has developed a vision and master plan for the development of the King’s House. This sets out a scheme for the redevelopment of the building over the next ten to fifteen years. The central theme of this is to recast the museum as a discovery museum, aimed at all levels of learning from primary school children up to post-graduate students, and families who want to learn in a very informal and enjoyable way.

The master plan is broken down into nine major projects at an estimated cost of £13 million. The museum recognises that it cannot undertake the entire master plan in one go. This is partly because we need to remain open to maintain our profile and retain income from ticket sales and donations. Therefore we have decided to initially focus on one key part of the master plan: the Archaeology of Wessex gallery (currently our Pitt-Rivers and Early Man galleries). The museum secured a round I pass from the Heritage Lottery Fund in March 2010 and used the development funding of £87,400 to commission a conservation management plan and scheme design to the equivalent of RIBA stage D. The total cost of the new gallery will be an estimated £2.4 million. The museum aims to complete the gallery by February 2014.

CURRENT STATUS

The design work is currently at RIBA Stage D. The museum’s internal project team is in place which includes a dedicated project manager. In addition Metaphor has recently been appointed as architects and exhibition designers. The Museum is now seeking to appoint the other elements of the multidisciplinary professional team necessary to execute the project. Namely:

•  Quantity Surveyor

•  CDM Coordinator

•  Structural Engineer

APPOINTMENT OF BUILDING SERVICES ENGINEER

To support the client and rest of the project team through to the end of the project, Salisbury and South Wiltshire Museum is now selecting a Building Services Engineer.

* Please: No specialist building services design has been undertaken up to this point in the process.

THE COMMISSION

It is anticipated that this will be a single phase of work undertaken between Febuary 2013 and February 2014. This will cover the design, construction, installation and commissioning of the Archaeology of Wessex gallery. A contract, based on the RICS form of appointment, will be drawn up between the successful candidate and the museum for this phase of the work. This work is the first phase in the implementation of a comprehensive masterplan.

THE PROPOSED SCOPE OF SERVICES

Typical mechanical, electrical and public health engineering design services to take the project from RIBA stage D to completion. This should include (but not be limited to) the following:

·  Consult with the relevant statutory authorities as appropriate.

·  Preparation of the the necessary information in order to obtain approvals from statutory authorities.

·  Preparation of the necessary design information in order to explain all aspects of the building services strategy to the rest of the project team. Including advice on value for money, running costs, sustainability and procurement strategy.

·  Advise the client and the design team on the existing and proposed environmental conditions in the gallery space (i.e. temperature, relative humidity and lighting level).

·  Working alongside the rest of the professional team to check and coordinate design information.

·  Preparation of the necessary information (i.e. drawings, specifications, schedules and other information) in order to enable accurate cost estimates to be prepared by the QS.

·  Preparation of the necessary information (i.e. drawings, specifications, schedules and other information) in order to enable bona fide invitations to tender to be prepared.

·  During the tender process the consultant shall attend tender interviews and review tender submissions and prepare recommendations for consideration the by client.

·  Review and comment on design and construction information (i.e. drawings, specifications and schedules) provided by the contractor.

·  During the construction period attend site visits and meetings. Monitor progress, quality and report to the project team as required. In addition provide the necessary information (i.e. text, drawings, schedules and specification) instructions to the contract administrator as required.

·  Attend regular progress meetings on site.

·  Understanding the implications of health and safety regulations and providing advice and recommendations as required.

·  Attending and contributing to regular project and design team meetings throughout the process and as required.

·  Contributing information and advice to the rest of the project team on risk and value management and cost control.

* Please note a display/exhibition lighting consultant is already engaged. Therefore the M&E engineers responsibility in terms of lighting design will be limited to non display lighting (i.e. emergency lighting and house lighting).

APPOINTMENT TIMESCALE

A site visit and informal meeting can be arranged.

Proposals should be submitted to be received by 5pm on 30th of January 2013.

The proposals should include:

·  A company profile

·  Information describing your relevant experience

·  Examples of other relevant work

·  Description of the approach and methodology you would adopt for the execution of this commission. This should detail the work you would expect to undertake at each phase

·  The personnel and resources you would devote to the project including their cv’s

·  A fixed fee for carrying out the commission

·  Provide Hourly rates for the different grades of staff employed

·  Details of two referees who we can contact

A final decision will be made by 6th of February 2013.
