CUSTOMER POLICY HANDBOOK

  1. New Membership (water tap) application process.
  2. Percolation test, DEQ approved septic papers
  3. RWD #7 application with payment and DEQ approved septic papers
  4. Membership fee is $1,500.00
  5. From the date that the application is approved, the customer has 6 months to either have the meter installed or money refunded, if at the end of the 6 month period neither of the two have been done, RWD #7 will start billing the minimum monthly payment.
  6. Membership is refundable within the first six months if nothing has been installed, if the tap is installed membership is non-refundable.
  7. All of the above is the customer’s responsibility for completing.
  8. Waterline Extensions / Road Crossings
  9. The contractor will determine fee for extensions or crossings
  10. The customer is responsible for payment
  11. Payment is due under contractor stipulations
  12. Contractor should handle necessary requirements prior to construction RWD #7 should take care of easements
  13. Line size requirements will be determined by what size of line is being connected to.
  14. Contractor will complete extension or crossing and RWD #7 will set meter.
  15. Delinquent Accounts
  16. The account will be delinquent after the 20th of each month
  17. A delinquent notice is sent if payment is not received by the 15th of the 2nd month
  18. A delinquent notice is sent to the owner and the occupant (renter)
  19. No extensions granted but each customer’s account will be evaluated.
  20. A $10.00 (ten) dollar charge for the 1st month or 20 days,then on the 15thof the second month a notice will be sent, a second $10.00 charge will be added after the 20th of the second month, and if payment is not paid by 12:00 noon on the date stated on the cutoff,service will be terminated.
  21. If service is terminated there will be a $50.00 disconnect / reconnect fee charged at time of disconnect and will need to be paid in full before service is turned back on
  22. After 4 months of non-payment membership will be forfeited.
  23. Once membership is forfeited it cannot be reinstated, and the member or new member will have to buy a new membership at $1,500.00.
  24. Membership forfeiture
  25. At 2 months or (60 days) past due the customer will be sent a 60 day notice and from the date of that letter they will have 60 days to bring the account up-to-date in full and at the end of a total of 4 months membership is considered forfeited and reverts back to RWD #7.
  26. Notice will be sent to owner.
  27. 60 day notice will be sent by certified letter to the address on file.
  28. Once membership is forfeited it cannot be reinstated, and the member or new member will have to buy a new membership at $1,500.00.
  1. Insufficient check
  2. There is a $20.00 insufficient check charge
  3. Notice will be sent to name on check front
  4. Customer will have time frame given on notice to pickup check and bring account up-to-date.
  5. The consequence for failure to pay will be disconnection of service, and check will be turned over to the District Attorney for processing.
  6. After 3 insufficient checks, RWD #7 will no longer accept checks from the customer; payment will need to be cash, cashier check or money order.
  7. Water leak on customer’s line
  8. RWD #7 offers a one-time 50/50 discount on large water leaks, which is half of the gallons at district cost and the other half at regular cost for example:

If the customer fails to make payments as agreed herein, RWD #7 may upon its option declare this agreement null and void. The adjusted amount will be added back to the balance due and proceedings to terminate service will begin immediately.

  1. The proof of verification of leak is the reading of the meter and a total

amount of $150.00

  1. Only one adjustment allowed per membership.
  1. Transfer of ownership and relocation of meter.
  2. For a transfer of ownership the Transfer form at RWD #7 would need to be signed by the seller.
  3. A $20.00 charge for the transfer fee.
  4. A copy of the recorded deed is required.
  5. Requirements if no signature from the seller would be closing papers, wills, deeds, etc….
  6. RWD #7 would require 24 hours or 3 business days to process
  7. Relocation of meter can be done within the district at the customer’s expense by the approval of the board.
  8. Bankruptcy notice of member
  9. Fire Hydrants
  10. Because of the liability RWD #7 does not allow Fire Hydrants
  11. Deposit
  12. RWD #7 does not require any deposits there is only a one-time fee of $1,500.00, which is a non-refundable membership fee.
  13. Developer Requirements
  14. A developer is a person or persons who are installing any type of line
  15. Any types of line would have to be installed by RWD #7 specifications.
  16. Certified contractor that would meet RWD #7 Bid specifications
  17. The person preparing the engineering specifications must be a qualified engineer
  18. The fees that would be collected by the water system would be the cost pertaining to the line extension
  19. The fees will be collected at a percentage of the cost of the project prior to installation and the balance upon completion
  20. The general manager of RWD #7 will inspect the line
  21. The water membership can be approved when all of RWD #7, local, and state requirements are met
  22. The ownership and maintenance of the lines once installation is complete will be RWD #7 responsibility after 1 year. The contractor will assume responsibility for 1 full year thereafter RWD #7 will take over
  23. Meter Accuracy testing
  24. A request for meter testing form should be filled out and signed before the meter will be tested
  25. A fee of $130.00 will be charged if meter test accurate
  26. If meter tests high proper adjustment will be made with no charge and RWD #7 will change the meter, if the meter test low, no adjustment and the meter will be changed.
  27. Meter Tampering / Illegal Connection / Double Hookup
  28. 1st offence will be a fine of up to $500.00 plus any expenses incurred by the District. If the offence is by a renter, the landowner will be notified.
  1. 2nd offence will be forfeiture of the tap. The tap will not be reinstated until the account balance plus a new tap fee are both paid in full or it will be turned over to the District Attorney for prosecution. This is effective November 1, 2012.
  1. Other services provided
  2. A notary is available at RWD #7 Monday-Friday 8am to 12noon and 1pm to 5pm
  3. Copies of your personal records are .25 cents per page, faxing is $2.00 for the first 5 pages and $1.00 per page thereafter, personal photo copies are .25 cents per page
  4. Leak detection assistance on the customer side of the meter, if all of the water in your home is off and you look at the face of the meter, if the triangle is turning then there is a leak in your home somewhere. On RWD #7 side we ask that if you are out and see running water please call and let us know at (918) 756-1721
  5. We do not accept credit cards, debit cards or over the phone payments
  1. Water Rates
  2. RWD #7 has no commercial rates
  3. RWD #7 has no oversize meter rates
  4. RWD #7 does not do master meters
  5. All requests for adjustments must go through The Board of Directors and must be more than $150.00
  6. The Board of Directors determines rates.
  7. Purchasing Policy
  8. The office secretary purchases office supplies, and the general manager purchases the water supplies
  9. There are certain items which have to be approved by The Board of Directors
  10. Yes there are bid requirements for certain items above certain amounts
  11. Service Fees
  12. Monthly $10.00 late fee
  13. A $50.00 disconnect/reconnect fee
  14. Illegal hook-up fee will fall under the Meter tampering law section XIII
  15. A $20.00 transfer fee
  16. A $20.00 return check fee
  17. A $6.00 Certified letter fee
  18. A $130.00 meter test charge if meter test accurate
  19. Extensions and road crossings would fall under Waterline Extensions/Road Crossings section II
  20. Customer complaints
  21. If a customer has a complaint and it cannot be resolved by the secretary or the general manager, the complaint should be hand written and presented to The Board of Directors at the monthly board meeting
  1. Waterline repairs
  2. When a leak is called in a work order should be written up and given to the general manager
  3. The general manager then will go and investigate and write up repairs and parts that will be needed
  4. The general manager will then call OKIE if repairs need to be done
  5. The general manager and operator, along with excavator, if needed will do necessary repairs
  6. Operations Report
  7. The general manager report is required by The Board of Directors
  8. The general manager is the person who does the report
  9. The report is required at every monthly meeting
  10. The information required on the report is the daily activity of the District
  11. Office Hours and Work Schedules
  12. Office is open Monday thru Friday 8am to 5pm and closed each day for lunch from 12(noon) to 1pm
  13. The holidays observed are as follows:

  17. Independence day
  18. Labor day
  19. Thanksgiving day & Friday following
  20. Christmas Eve & Christmas day
  21. The general manager is on call 24 hours a day and 7 days a week

  26. Board Member Responsibilities and Compensation
  27. The requirements for setting on The Board of Directors is that you must own land and a membership in RWD#7
  28. The duties that are performed by each position would be to make good judgments on issues that are brought up monthly to The Board of Directors
  29. The training requirements are 6 hours every 3 years by ORWA
  30. The Board of Directors must be able to attend regular monthly meetings
  31. The cause for a removal of a board member would be the missing of 2 consecutive board meetings
  32. There is no compensation for setting on The Board of Directors
  1. Records Request Policy
  2. To acquire records from the water district you must fill out a request and give to RWD #7
  3. The person who would research and get the records to you would be the office manager
  4. To receive records it must be done during regular business hours
  5. The fee for records fall under section XVII
