Knowledge transfer and Organisational Capacity Building for Community Forests Pemba (CFP), Tanzania

Context and Justification

Since 2008, Community Forests Pemba (CFP) has worked with Community Forests International (CFI) to initiate community tree-planting throughout Pemba, Tanzania for climate change adaptation, ecological restoration, and alternative livelihood generation. CFP has worked with rural Pembans, mainly women, to propagate and plant over 1,000,000 trees in 18 different communities to date. Trees are raised in community-run nurseries and planted on community owned and managed land; providing Pembans with food, fuel, income, and countless ecological services.

In 2011, with support from the European Development Fund Global Climate Change Alliance (GCCA) in Tanzania, CFP expanded its capacity to assist 6 acutely vulnerable Pemban communities to implement a suite of ground-breaking climate change adaptation innovations. Reflecting the organization’s participatory approach to community development, all CFP interventions offer associated livelihood opportunities to project participants. By the end of the project, CFP expanded to work with 18 rural communities in order to pilot the following technologies and initiatives:1) gain legal title to degraded government-owned land; 2) implement diversified and resilient agricultural systems including agroforestry systems; 3) conduct community-based afforestation and reforestation; 4) employ a range of appropriate technologies including rainwater harvesting, charcoal substitutes, and alternative energy production; 5) implement multi-strata kitchen gardens; and 6) diversify livelihood activities.

In order to share the results of this project with other community leaders around the world, CFP is presently constructing a Rural Innovation Campus. Once the campus is completed, CFP will invite community leaders to visit, learn about CFP’s integrated approach to climate change adaptation, and then return to their own community, region or country to implement innovative adaptation technologies and low-carbon land-use techniques. CFP’s community-based work delivers on the GCCA priority of adaptation, by designing and implementing appropriate adaptation actions, particularly related to water and agriculture. CFP also delivers on the GCCA priority of Reducing Emissions from Deforestation and Forest Degradation by creating solutions to reduce carbon dioxide (CO2) emissions from deforestation by creating incentives for forest protection that preservethe livelihoods and ecosystems dependant on forests.

Description of the Assignment

Objectives:

General objective: To support and deliver on national climate change priorities as outlined by the Zanzibar Climate Change Strategy. These priorities include helping to build capacity and knowledge, raising awareness, and promoting climate aware and sustainable livelihood practices for all of society, with a particular focus on local communities; and encouraging the transfer, adoption and diffusion of technologies for increasing resilience and promoting low carbon sustainable development.

Specific objective: To increase capacity and outreach by sharing the results of the GCCA-funded Resilient Livelihoods for Resilient Communities project through the production of multimedia tools, including an interactive adaptation focused website, training videos and a feature documentary that will facilitate both local and international educational opportunities that promote CFP’s climate change adaptation activities

Specific tasks:

  1. Prepare a mission plan in consultation with the National Coordinator and discuss and agree on the needs and requirements for the online web-based platform, videos and documentaryas described in Tasks 2 - 4 below
  1. Build an online platform for adaptation knowledge transfer:
  • Prepare guidelines regarding the structure, set-up and presentation of the online web-based platform The communication material for this platform will be created by CFP staff, project beneficiaries and project partners
  • In collaboration with the National coordinator, create the online web-based platform designed for both high and low bandwidth use, including a content management system. This SMS enabled platform should be created with appropriate structures and features that:
  • Allows the sharing of real-time information regarding the use of appropriate technologies for climate change adaptation and low carbon sustainable development
  • Feature an online space that will allow users to upload photos, videos, comments, designs and step-by-step instructions relating to new adaptation technologies
  • Provide on-the-job hands-on demonstration/training exercisesto the relevant CFP staff, as advised by the National coordinator to show the workings of the platform and how to use it, upload information, SMS, videosand navigate.
  1. Create instructional videos to share piloted adaptation technologies (described below):
  • Under the guidance and in close collaboration with the National Coordinator and consultation with relevant stakeholders as identified by the National coordinator, agree on the form, structure and content of the instructional videos, the people to interview and feature on the videos, including the narrator. Conduct the relevant interviews and research for the videos
  • Create 5 step-by-step instructional videos as agreed above, narrated in Swahili with English subtitles, in consultation with the National coordinator and relevant CFP staff and stakeholders
  • Instructional videos will share information regarding fuel briquette production/fuel efficient cook stove production; compressed earth-block production; solar energy production/solar microgrid development; integrated farming techniques; rain water harvesting and storage
  • Pre-screen the videos with the National coordinator,CFP team and stakeholders, as advised by the coordinator. Gather any comments and edit the videos as appropriate before producing final versions to be signed-off by the National coordinator
  • Share the videos online through the CFP online platform for adaptation (Task 2), Youtube, Vimeo and capacity4dev.eu
  1. Create a documentary to share the results of CFP’s GCCA funded initiative:
  • Under the guidance and in close collaboration with the National Coordinator and consultation with relevant stakeholders as identified by the coordinator, agree on the form, structure, information to use for the documentary, the people to interview and feature on the documentary
  • Create a 30-minute documentary, narrated in Swahili with English subtitles, which will explore climate change adaptation within participating communities, documenting the opportunities and challenges associated with some of CFP’s initiatives, showing the human dimension of climate change adaptation in the region as well as the local and international partnerships involved. This should be done in close consultation with the National coordinator
  • Pre-screen the documentary with the National coordinator, CFP team and stakeholders, as advised by the coordinator. Gather any comments and edit the videos as appropriate before producing final versions to be signed-off by the National coordinator

Outputs to be delivered:

-An online platform will be built and hosted on Community Forests International’s existing website at This platform will be used to share real-time information regarding the use of appropriate technologies for climate change adaptation and low carbon sustainable development. The online platform will feature an online space that will allow users to upload photos, videos, comments, designs and step-by-step instructions relating to new adaptation technologies. This new website will be specifically designed for both high and low bandwidth use, ensuring that a diversity of stakeholders can gain access to this information, regardless of the quality of their internet connection. This information and knowledge sharing platform will also be SMS enabled to allow users with mobile connectivity to access the online platform through their mobile phones.

5 step-by-step instructional videos will be created to share the adaptation technologies piloted through CFP’s GCCA funded initiative. Instructional videos will be narrated in Swahili with English subtitles. Once completed these videos will be shared online through the online platform for adaptation, Youtube, Vimeo and capacity4dev.eu. Instructional videos will share information regarding fuel briquette production/fuel efficient cook stove production; compressed earth-block production; solar energy production/solar microgrid development; integrated farming techniques; rain water harvesting and storage.

A 30-minute participatory documentary will be produced in order to share the results of CFP’s GCCA funded initiative. This professionally produced video will explore climate change adaptation within participating communities, documenting the opportunities and challenges associated with the organization’s initiatives and will show the human dimension of climate change adaptation in the region as well as the local and international partnerships involved. This film will function as a communication tool, helping to document and disseminate CFP’s story, and the applicable lessons for other stakeholders. It will be submitted to television networks, film festivals, climate change conferences, and will be broadcast quality for both television and internet audiences internationally.

Organisational and Methodological issues

Place: Home-based and Pemba, Tanzania.

Duration & Indicative Planning[1]:the mission will start as soon as the work order is approved and in consultation with the National Coordinator. Preferred time for mission is September – November 2014.

WebsiteDeveloper/Engineer Expert

Home-based (6 Days): prepare a work-plan and draft the necessary structures, graphic designs and inputs towards the visual identity for the web-platform, including a draft of the content management system. Liaise with the National coordinator and relevant staff members (e.g. Communications expert and others) to ensure smooth preparation and planning for in-country mission (Task 1 and start Task 2)

In-country (Tanzania) (20 Days): consult with the National coordinator and relevant CFP staff and agree on the required structure and content for the web-platform. With the active participation of the relevant staff, and in coordination with the National coordinator, develop the web-platform in order to share content created by CFP and their partners and upload the relevant content as agreed. Conduct on-the-job training of relevant CFP staff on the production and use of the web-platform.

Report writing (home-based) and debriefing (Brussels): (2 day)

Debriefing will take place after the submission of the mission report and in consultation with the ACP Secretariat. If the consultant is not based in Belgium, debriefing will be done by telephone/skype.

Travel days: (2 days)

Video/Film Expert

Home-based (10 Days): prepare work-plan and draft the necessary structure and content of the instructional videos and documentary. Consult with the National coordinator to prepare for the interviews (questions, what the outputs should be, where interviews and filming would take place), who would feature on the videos/documentary. Together, agree on the choice and style of narrator and English subtitles. Analyse relevant collected documents/information and those provided by the national coordinator. Liaise with the National coordinator and relevant CFP staff and stakeholders identified by the former to ensure smooth preparation and planning for in-country mission (Task 1 and part of Tasks 3 and 4).

In-country (Tanzania) (40 Days): In consultation with the national coordinator conduct the relevant interviews for the videos/film and prepare material for these. Carry-out and complete Tasks 3 and 4 as described above.

Report writing (home-based) and debriefing (Brussels): (3 day)

Debriefing will take place after the submission of the mission report and in consultation with the ACP Secretariat. If the consultant is not based in Belgium, debriefing will be done by telephone/skype.

Inputs required

a. Website Developer/Engineer

Non-key Senior Expert: 30 working days; 1 return ticket to Tanzania (Pemba); per diems

Consultant’s profile:

Bachelor Degree in Computer Science, Computer Programming, Digital Arts, Computer Engineering or a closely-related field;

Experience and Requirements:

  • Minimum 5 years professional experience as a web designer focusing on developing web-based platforms, evidenced by samples of designed websites;
  • Minimum 5 years of experience working with templates, grids and layout systems to support design of internet applications based on client needs and project deliverables
  • Strong background in online video, platform development, and knowledge of mobile platforms or connected devices
  • Knowledge of layout, typography, image optimization, branding and general good design standards for the web-based platforms
  • Strong understanding of digital multi-media technologies such as HTML, CSS, Javascript, Dreamweaver template design, Photoshop, Illustrator, Flash, ImageReady, InDesign
  • Flexibility, ability to work in a team and to communicate clearly - preference for work experience in ACP countries
  • Fluency in English. Knowledge of Kiswahili would be an advantage.

b. Videographer/Filmaker

Non-key Senior Expert: 80 working days; return ticket to Pemba (Tanzania); per diems.

Consultant’s profile:

Bachelor Degree in Broadcast Communications, Film production, Digital Arts, Digital Media or a closely-related field;

Experience and Requirements:

  • Minimum 5 years of professional experience with video and audio film-making, editing applications, website development and streaming technology (streaming platforms and technology), and converting video and audio for use on the web and on DVD. Evidence of previous work would be required
  • Working knowledge of video codecs for both delivery and production and working knowledge of video analytics services (i.e. Google Analytics)
  • Advanced knowledge of video capture platforms and software, including Adobe Premier, After Effects, Illustrator, Photoshop, Acrobat Pro, Final Cut Pro, Sound Forge, and Camtasia Studio (or similar software)
  • Experience videotaping, directing, and editing instructional episodes for use in online courses
  • Broad understanding of cameras, lens types, filters, and effects; understanding of the principles involved in recording clear audio under different conditions
  • Strong oral and written communication skills; Excellent interpersonal and teamwork skills - preference for work experience in ACP countries
  • Fluency in English. Knowledge of Kiswahili would be an advantage.

c. Translation services

Budget for the translation of English subtitles into French and possibly into Spanish and Portuguese. The preparation of the English subtitles will be done by the beneficiary. The decision to also translate them into Spanish and Portuguese will depend on the network considered for sharing the videos and discussed between the beneficiary, the CSF, the ACP Secretariat and the EC.

  • Local travel for the Experts to and from the airport to the hotel and from the hotel to places of meetings for interviews and filming around Pemba and outside,as agreed with the National coordinator
  • Facilities and logistics for filming and work sessions with CFP staff, relevant contacts in and outside Pemba or elsewhere and relevant information for the experts
  • During the working phase in Tanzania, relevant CFP staff must be available to work with the consultants.
