A FIELD GUIDE TO STRENGTHENING CBCP IN HUMANTARIAN SETTINGS - PILOT COUNTRY INITIATIVE

Dear Child Protection Working Group/Sub-Cluster,

The Community Based Child Protection in Emergencies Task Force (CBCP TF) under the Alliance for Child Protection in Humanitarian Action is seeking interested Child Protection Coordination Groups at the sub-national level in two countries to participate in the development of a Field Guide to Strengthening CBCP in Humanitarian Settings (Field Guide). The purpose of the Field Guide is to develop an evidence-based, field driven and practical guiding document for working with communities in humanitarian settings.

The Field Guide will contain two components: Key Considerations and How to Guides.

1)Key Considerations will be generated from a systematic review of existing resources on CBCP. The review will assess various approaches’ effectiveness and what components worked well across multiple contexts. This review will inform the development of “key considerations” or success factors/ingredients that child protection actors and donors should take into account before and during implementation of community based activities.

2)Recent reflections in the sector have revealed a gap in the availability of concrete examples and guidance to assist field teams in CBCP. In response to this, the “How to Guides” section of the Field Guide will providequick reference tools on ways community based prevention and response approaches can be implemented in various contexts. The guides may include the following components: start-up checklist, preparedness actions or adaptations, budgeting tools, evidence on effectiveness and limitations, common contexts where it is successful including case studies, lesson learnt, and how to measure results.

At the country level, the goal is to engage field practitioners in the development of the Field Guide and to roll-out a capacity building initiative focusing on the components of the Field Guide and soft skills that advance practitioners’ effective and sustainable engagement with communities. Participants will be expected to participate fully in 4 phases:

-Phase 1 │ Key Considerations Validation Workshop and How to Guide Documentation: a workshop will be held to present the key considerations resulting from the systematic review. Participants will provide validation, changes and/or additions to the considerations. In addition, the technical lead of the project will work with agencies to document current innovative CBCP practices for inclusion in the Field Guide, collect existing resources and identify gaps in tools/resources to be designed as part of the Field Guide.

-Phase 2 │ Provide Feedback on the Field Guide: Remotely provide comments/feedback to the draft of the Field Guide as it is produced.

-Phase 3 │Training Participation and Roll-out: participants will receive a 5-day TOT (inclusive of pre-training course work) in how to use the field guide, inclusive of the soft skills necessary for engaging communities successfully. Feedback from participants on the content of the training package will be requested.

-Phase 4│ Application for Seed Funding: participants will develop a Concept Note and Action Plan to apply for Seed Funding to implement part of the Field Guide. The Action Plan should include a roll-out of the training to other practitioners. Three months of technical support will be provided, and feedback on the Field Guide from this “testing” phase will be required.

Agencies that complete the above engagement will be eligible to apply for seed funding to strengthen current community based actions, followed by three months of technical support.

The CBCP TF would like to invite yourcoordination group (CPWG/Sub-Cluster) to apply to join this initiative. Responsibilities among the Country and the CBCP in Emergencies TF are as follows:

  • Pre-training course work will be made accessible to participants 1 month in advance for each training
  • Travel costs and per-diem for all participants in the 5-day training
  • Selection of Seed Fund recipients and 3 months of technical support
  • Monitoring and analysis of the initiative

If this initiative is something that your coordination group would like to embark upon, please submit the following application documents to y February 21st, 2018. With your application, please nominate a country team of no more than 15 key CP representatives to join the training – at least 5-6 of which should be from Civil Society (national organizations, government representatives, etc.).
