Thank you for your request for information dated 4 March 2014 and received on 5 March 2014 requesting a detailed and written explanation for the payment to 4 private companies.

This request is being handled under the Freedom of Information Act 2000.

This letter is a full response to that application.

Your request was to be supplied with a detailed and written explanation for the payment of the following amounts to 4 private companies:

£4,250 - Star Fireworks

£2,000 - Pendragon Fireworks

£750 - Selstar Fireworks

£750 - Phoenix Fireworks

Clearly a council must have written reason for issuing payments. It is this that I request.

The Council does hold the information that you have requested and the information is given below.

The above fees were for 1st, 2nd, 3rd competition places and best innovative display. Plymouth City Council has a contract in place to deliver the event in partnership with The Events Services Association (TESA).The reasons for the above amounts were based on the original contract fees (set in 2012)with annual increases based on the Bank of England Inflation Calculator. The points below have been taken from the Council’s contract with TESA:

The event draws between 80,000 to100,000 people to the city and surrounding areas and it is estimated that £4 million is spent within the local economy during this period
