The current continuing education (CE) reporting period for West Virginia resident insurance producers began 7-1-2010 and ends 6-30-2012. Any resident producer, whose original license date is prior to 7-1-2011, must comply with continuing education by 6-30-2012. Resident producers whose original license date is 7-1-2011 or later will have the remainder of the current reporting period and the next full reporting period to comply with continuing education.
Producers are required to complete 24-hours of approved continuing education; a minimum of3 hours must be courses approved in Ethics. Only courses which are categorized for Ethics and appear on Prometric’s website will satisfy the ethics compliance requirement. Having “ethics” in the title or content of an approved CE course does not in itself assure that the course has been categorized for Ethics. A total of 3 credit hours must be taken in Ethics per biennium.
Producers who sell solely thru telemarketing or sell only pre-need will be required to complete 6-hours of approved continuing education; a minimum of 3 hours must be courses approved in Ethics. The West Virginia Offices of the Insurance Commissioner has contracted with Prometric to provide CE administrative services. Prometric is responsible for provider approvals, course review and approvals, and producer record keeping of CE credits. Providers are required to eport completed hours for producers to Prometric.
Carryover
WV allows for carryover of up to 6 hours of continuing education credit from one reporting period to another for those producers who must complete more than 6 hours of continuing education during a reporting period.
Long Term Care
Newly licensed producers must complete the one-time training immediately, prior to selling any Long-Term Care products. All Long-Term Care producers must continue to receive ongoing training of no less than four hours in each mandatory continuing education biennium subsequent to the biennium in which the one-time training was completed.
Annuities
All producers that sell, solicit or negotiate annuities must complete a one-time Annuity training course of no less than four (4) hours prior to selling annuity products.
Resident producers can have their Annuity training course hours count towards their 24 hour continuing education (CE) requirement by selecting courses that are APPROVED and CATEGORIZED for Annuity credit by West Virginia’s CE plan administrator, Prometric. Series 6.2 of the rule outlines the guidelines that must be met to meet West Virginia's requirement. Series 6.4 of the rule states that if a person has met the requirement of another state thatis the same or substantially similar to the requirement outlined in 6.2 of the rule, the West Virginia requirement is met.
